Van B. Metts, State Director of Selective Ser vice, announced today. “Far too many men are escap ing their obligations under the act because they are delinquent”, the State Director said. He fur ther stated that a vigorous effort will be made during the month of January to have delinquents and suspected delinquents report to their local boards to have the charges of delinquency removed. “Those who do report voluntarily to their local board during the month of January, 1943, will be allowed to comply with the obli gations, but those who fail or re fuse to do so will find that their names have been reported to the Department of Justice for prose cution." the Director said. To further clarify the require ments. General Metts emphasized these points: 1. Every person who w'as re quired to register under one of the six Presidential Proclama tions which have heretofore been issued, except those registrants in ■the 45-65 years old group, must have in his personal possession at all times a valid Notice of Classi fication in addition to his Regis tration Certificate. 2. I^pon request, every person required to carry a Notice of Clas sification must submit his notice to any law enforcing officer, rep resentatives of the Secretary of State, the Secretary of the Treas ury. the Attorney General, or any official of the National or State Headquarters of Selective Ser vice. any member of a local -tv IJ *4* fc,*../ X. *. — • • • V» , ...... constitute a nuisance, the grounds appeal board, ony Government on which the padlocking was or- Appeal Agent, or any other offi- . __ , ..i I U.. * V. y-. tlf dered; lewdness. assignation prostitution, gambling or illegal sale of whiskey. Every registant between the 3ges of 1H and 45 should keep his local boi^ard notified of any change of address so that he may be sure that he receives his mail at all limes with reasonable promptness. The local board will have discharged its duty and fully complied with the regulations if it mails official notices to the registrant at his last known ad dress. and the registant is pre sumed by law to receive such no tices. Therefore. It becomes most important for the registrant to see that his local board has on file his correct address at all times. 4. Every person who is reqiiir ed to carry a Notice of Clas.sifica- tion one! who does not now have one should report immediately to his local board and obtain the required form. If a Notice of Classification heretofore issued has been lost, the registrant in question should apply to his loo:d hoard for a duplicate. Every person who was re quired to register under either one of the Presidential Proclama tions and who has not done so should immediately report to his loo.tl board and offer to register. Persons who are otherwise delin quent are urged to do the same thing. It will be fairly easy to have charges of delinquency re moved during the month of Janu ary but those \vho remain delin quent after Kebruory I, 1943. will run the risk of prosecution as a delinquent. 6. And person w'ho knows that another person is deli^'quent. or who has reason to suspect that he is. should report that fact to the local bcKird hr.ving jurisdiction over the suspected delinquent’s residence.
