' We have obtained afcoay of the bill reported by the Military Committee in Congress io estab lish a Burvenlane- over; the newspapers : A B1LX, entitled 4n Act to prevent informa tion of tbe plans and operations of the Land and Nasral Forces of the Confederate States being conveyed to the Enemy." Sjection l. .The feopgress of the Confederate States do enact, Thtt it shall not be lawful for any person to jmblian, or cause to be published, in any newspaper or other printed publication, intended for circulation, any information or communication giving the number, dispo sition, movements; or destination, of the land and naval Iforcee; of the. Confederate States, or the description, destination, csrgo or armanent of any vessel engaged in the service of, or employed in the j transportation of troops, dis patches, or munitions of war, for the Confederate States ; or the description of any battery, fortifl. cation, engine of war, or plan of attack or de fence employed, or t)o be employed, by said forces, or of any signal, Jpadge, banner or flag, which may have been, or may be temporarily employed or adopted by the; commanding officer of any post, district, or expedition, of the Confederate .States, unless the pulbUcation thereof shall be first authorised by the President r Congress, or the Secretary of War, or of the Navy, or the com manding officer of such post, district or expedi tion; ProviiedLy however, that nothing herein contained shall prevent the publication of infor mation extracted oi derived from newsDaners or other publications in the enemy's country, or of Sectiost 2. Persohs offending against the pro visions of thk act, shall be deemed guilty of a high misdemeanor, and shall be subject to indictment in tbe District Courjta of the -Confederate States, in the district wher the offence shall have been committed, and on ionviction, shall be fined in a sum not exceeding $1,000, and may, in the dis cretion of the Court trying the same, be impris oned for a period n eft exceeding twelve months.- OLD ABEANDT&E WESTERN FARMER. A Washington paper relates the following characteristic dialogue between Old Abe and a plain Western farmer : A few flaya ago a western farmer sought the Presidsntday after day until he procured the much desired audience. He had a plan for the successful prosecution of the war, to which Mr. Lincoln listened asjpatiently as be could. When he was through he a&ked the opinion of the Pres ident upon his plan "Well," said Mr. Lincoln, "I'll answer by telling you a story. You have heard of Mr. Blank, of Chicago? He was an immense loafer in jhis way in fact, never did anything in his life. One day he got crazy over a gt eat rise in the price of wheat, upon which many whaat speculators gained large fortunes. Mr Vallandigham, of Ohio, and Burnett, of Ken. tucky, now a prominent leader of the Kentucky reoeis, were almost as intimate as tne Siamese Twins, for thev were alwavs together. At. th present session Mr. jVallandigham is left to do the best be can for the rebel cause without the - assis tance of Burnett ; but he seems to labor as wil lingly for a war with England, in behalf, of our Southern rebels, as ,if his Kentucky friend were at his side, lne speech made: the other day on the Trent eettlement by this patriotic Vallandig- nam was just sucn & speech as Uurnett or Breck inridge would have made in out Congress on that subject. ; So it was understood in the House, and so it will be accepted by the loyal people of .our loyal States. Peter Moore, one of the privates, had been ill for seve ral weeks. He to all appearances, died. A cer. tinea te of his death was sanded to Major Belger, who ordered a coffin for the defunct.
