The bill to amend the Charter of the Chatham
and Coal Fields Railroad, being the unfinished
business of the morning. The question being up
on certain amendments recommended by the In
ternal Improvement Committee. ,
Mr. Waddell spoke in favor of the bill, and
went into the history of the Coal and Iron inter
est of the Deep River country, and argued to
show that no better investment could be made by.
the State, so far as dividends are concerned, but
that it would materially contribute to the devel
opment of the great mineral wealth of the Deep
River Valley.
The committee's amendments were concurred
in.
An amendment proposed by Mr. McKay was
accepted by the author of the bill, and the vote
was taken anl tne bill passed its second readiog.
On Mr. Fowle's motion, the rules were suspen
ded, and the bill put upon its third reading.
Messrs. Cobb and Kives opposed the bill, and
Messrs. McKay, Fowle and Mann, of Pasquotank,
spoke in its favor.

The motion to strike out was concurred in -and
the resolutions were, passed. " 1
Mr. Harris, of Cabarrus, mbved'a reconsidera-;
tion of the vote .by which the' House decided to
strike out all after the enacting clause of the bill
regujating the currency' between creditor and
debtor. Before the vote was taken the House ad
journed until 10 o'clock Thursday.
Gen. Lek at Vicksbqrg. The Gem-. Lee
who figured so conspicuously and effectively at
the late battle of Vicksburg, is Stephen D. Lee, a
native of South Carolina, who was 1st Lieutenant
in the 4th regiment of U. S. Artillery before pur
present troubles, but who promptly left that ser
vice and cast his fortunes with' his native South.
Gen. Lee has been recently appointed to the office
he now holds. He was appointed a Second Lieu
tenant in the 4 th U. S. Artillery .on the 1st July,
1854. - .

Warren County, on the 31st day of December
last as a runaway, a Negro man who' says his name is
Washington Newell ; that he belongs to Capt. Wm.
Smith of the 6th Regiment N. C. Troops, and that
bis master lives in Eaquier County, Va., when at home.
He also says he escaped from the Jail of Wake Coun
ty some six or eight weeks Since, and subsequently I
irom Mash County Jau. .
Said Negro is a dark ginger cake or bacon color ;
about 5 feet 5 or 6 incheaahigh, has bad teeth in front
and appears to be about 40 or 45 years of age.
Tfie owner must prove property, pay charges and
take him away, or he will be dealt with as the law di
