The Rev. Thomas A. Fraser, rec tor of St. Paul’s Episcopal Church, invited members of his congre gation to come to church in shirt sleeves if they wish. In extending the invitation, he said: “I do not believe it makes any difference to the Good Lord what one wears to church, but I believe it makes a difference wheth er or not you come.
