IT " 1 f Pi|? 21* TVm ChrpnkU, Saturday March 34, 1979 fCIa PUBLIC NOTiCE The Piedmont Health Systems Agency (PHSA) is a private non-profit corporation designated under the ; National Health Planning and Resources Development j Act of 1974 (PL93.541) as the Health Systems Agency I for Alamance, Caswell, Davidson, Davie; Forsyth, ; Guilford, Randolph, Rockingham, Stokes, Surry and Yadkin Counties in North Carolina. In accordance with the National Health Priorities set forth in PL 93-641 and through its health planning and " _~7_ development activities, the Piedmont Health Systems Agency seeks to accomplish the^ Following objectives: area residents. 2. To Increase the accessibility, acceptability, continuity and quality of the region's health care delivery system. 3. To restrain the increasing cost of health care delivery within the region. 4. To prevent unnecessary duplication of health * care facilities and services within the region. The Piedmont Health Systems Agency Board of Directors meets monthly to conduct business relating to the administration and status of the Agency's efforts to accomplish the above objectives. The regular PHSA Board of Directors meeting is held on the third Wednesday of'each month at 6:30 P.M. in the Piedmont Triad Council of Governments* Conference Room, 2120 Pinecroft Road, Greensboro, North Carolina. All official business meetings of the PfiSA Board and committees are open to the public. Notices of such meetings.are announced prior to the meeting dates throughthe PHSA newsletter and various other media serving the public. . In compliance with Federal regulations, the PHSA has published an Annual Report, a Health Systems Plan and an. Annual Implementation Plan. Copies of these documents are available for inspection at public -libraries in each of the above named countifi^&^A^the PHSA office. All documents, data and records relative to official^ agency business and activities are available to the public upon request, in writing or by completing a form which is available from the PHSA office. Notice Is hereby giventhat^rpublic hearing will be held by the Winston-Salem Transit Authority (WSTA) in the Council Chambers at City Hall, 100 NTMain Street Winston-Salem, at 7:30 p.m., Tuesday, April 24, 1979 for the purpose of considering a proposed fare increase. A. Description The proposed fare increase calls for the increase of the basic^adultbus^faresfrom 35 cents to 40 cents,-with the-S cent transfer remaining 5 cents. In addition, it has been proposed that the elderly and handicapped fare be raised from 15 cents to 20 cents and be effective only during j non-peak hours here defined as between 9:30 a.m. and 3:30 p.m. The price of various passes would also . increase with the 10-ride ticket increasing from $3.25 to S3.75, the monthly pass increasing from $11.00 to 12.50 i and the commuter pass increasing from $12.00 to $14.00. These funds will support WSTA service throughout its service area, generally the City of Winston-Salem and its immediate environments. No significant changes in the service now provided are anticipated. Pursuant to ah Opinion of the Comptroller General of the United States, WSTA buses are available for incidental, charter service within the designated service i . area. This service^ili not interfere with regularly scheduled mass transportation services. WSTA agrees that neither it nor any operator of mass transportation equipment on its behalf, will engage in any charter bus, operations where points of origin or destination will be outside of the designated service area as established by the General Assembly of the State of*North Carolina, amended February 25, 1974. B. Relocation: No persons, families or business will be displaced by this project. C. Environment: The proposed project will not have a significant environmental impact upon the urban area. D. Comprehensive Planning: The proposed project is in conformance with the comprehensive land use and transportation plans for the area. E. Elderly and Handicapped: The proposed project will allow the continuance of transit serviees, as now provided, including half fare rates for the elderly and ? handicapped. II.
