Byrd, D-Va., said today that average employment by civil ian agencies of the government has increased by more than 250,000 over the past 10 years. In a statement accompanying a report issued by the joint con gressional committee on reduc tion of non-essential federal ex penditurejs, which he heads, Byrd noted that civilian agency payroll costs have increased by !*_> billion since 195jl. MEMORIAL MASS WASHINGTON (UPI) — A me morial Mass for the late President John F. Kennedy, a tended by friends ana members of the Ken nedy family, was held at St. Matthew’s Cathedral here Sunday, the first anniversary of his assas sination. The Rev. John J. Cavanaugh, a longtime family friend and form er president of the University of Notre Dame, celebrated the Mass and delivered the sermon. Cumberland St. Survives Brooklyn Bridge Jump Leaps From Bridge, Gets Only Bruise NEW YORK (UPI) — A penni less, jobless Texan did a Steve Brodie off the Brooklyn Bridge early today, diving 167 feet Into the black waters. He had only a slight bruise on his back to show for it. The would-be suicide, Marvin Holliman of Fort Worth, Tex., was fished from the water by police and placed under psychiatric ob servation at Bellevue Hospital. Physicians said he was in excel lent physical condition. He was one of the few, includ ing Steve Brodie, who have jump ed from the bridge during its 81 year history and survived. “He’s off. he’s alive.... ..he’s swimming,” shouted an excited po lice official on the police radio as Holliman made a perfect one and a half gainer dive into the East River from the middle of the bridge and came up swimming. Holliman hit the water hands first with a big splash, his arms stretched out to break the fall. He swam to a garbage barge a bout 100 feet away and was hauled out by three patrolmen who threw him a rope from the ijier. “I guess I’m lik^vJohnny Weis muller,” HoHimSff'fiwtl^his rescuers, referring to the former swimming and diving champion who was an early Tarzan in movies.
