Barber-Scotia Starts Student Hugo Fund
Donald Smith. President of the
Barber-Scotla College Student
Government Association, an
nounced the formation of a fund
to assist the families of Barber-
Scotla students rebuild after the
devastation of Hurricane Hugo.
150 mile an hour winds buffeted
the tiny Islands 900 miles off
the U. S. coast on Saturday and
Sunday before moving on to
Puerto Rico. Approximately 40
students from the U. S. Virgin Is
lands are students at Barber-
Scotla College, a Presbyterian-
related four year Institution.
Phone lines are down and the
estimates of the damage done
by the storm have been slow In
coming In. All communication
with the Islands have been
down since the weekend.
Several attempts by the col
lege to find a way to establish
communication for the students
have not been successful. The
United States Department of
State Citizen Emergency Office
does not handle calls during a
naturcil disaster to the U. S. Vir
gin Islands because the Islands
are a U. S. Territory and not a
possession. Calls from the col
lege were referred to the Depart
ment of the Interior. The person
answering the phone there said,
"All I know Is tiiat we have been
told to say that the lines are
down, that there Is no communi
cation with the Island at this
time." Responding to the Inquiry
about plans to assist families In
the U. S. make contact with the
Virgin Islands the person said,
"I know of no such plans."
Calls to Congressman Hef
ner's office yielded the most
hopeful Information: though
property damage Is great there
have been no casualties report
ed.
The college will now appeal to

11.5 percent of the total U.S.
population and constitute 22.5
percent of the Inner city popula
tion, were found to be at greater
risk of drug abuse and Its conse
quences.
Data obtained from the 1982
National Drug and Alcoholism
Treatment Utilization Survey,
suggest that blacks are three
times more likely to be In treat
ment for a drug-related problem
than whites.
Some data available suggest a
relationship between drug
abuse and homicide. A study
conducted by the New York City
Police In 1981 and 1982 found
that 53.1 percent and 46.4 per
cent respectively, of drug-
related homicides Involved
black victims.
The statistics divulged in the
report points that even with
medical advancements, non-
white Americans still haven't
benefltted as much.
"Although our health charts do
itemize steady gains in the
health status of minority Ameri
cans, the stubborn disparity re
mained—an affront both to our
Ideals and to the ongoing genius
of American medicine," Heckler
said.
