Rourk and seconded by JRoy Sellers ■& “Resolved by the County Board of Education of Brunswick County; that: M WHEREAS, in the opinion of this jloard tin following rules and regula tions will best promote the orderly find efficient administration of public iuhools in this administrative unit, the effective instruction of the pupils sub ject to assignment by this Board, and the health, safety and general welfare |>f such pupils, and of each of them, jtvill provide a reasonable and orderly roeedure for making applications for assignment and for a prompt and fair earing on such applications, and will et up fair and reasonable standards y which the rights of such applicants an be determined: XOW THEREFORE. BE IT RE SORVED by the Brunswick County Board of Education that the following rules and regulations are hereby adopted as the rules and regulations of this Board governing the assign ment and enrollment of pupils in this administrative unit, the procedure for conducting the hearings on applica tions for assignment io specific schools, and Ihe determination of the rights of such applicants, these rules and regulations to be in full force and effect until amended or repealed by this Board. 1. DEFINITIONS, As used in these rules and regulations the following definitions will apply: (a) The words “child” and “pupil” mean a child residing in this adminis trative unit qualified under the laws of this State for admission to a pub lic school and desiring to attend a public school. (b) The word “parent” means the parent or guardian of any child or the person standing in loco parent) is to any child, and shall, include, when applicable, one or more persons. (c) The word "Hoard” means the j Board of Education of the County of i Brunswick. (d) The words "administrative unit"! and "unit" mean the administrative | unit the schools of which are under j the general supervision and control of [ the Brunswick County Board of Edu cation. (e) The words "superintendent of school" and "Superintendent" mean the superintendent of schools of this administrative unit. (f) The word "assignment" means the act of the Board designating the particular school to which a child seeking admission to a public school shall be enrolled. 2. Each year hereafter -this Board will assign to a school for the follow ing year each child heretofore attend ing a school by assignment from this Board. The record of all assignments shall be open for inspection in the office of the superintendent, and in addition thereto notice of assignment shall be given by the Board of Edu cation. 3. By the end of the current school year or as soon thereafter as possible, this Board will assign to a school for the following year each Qualified child, not theretofore attending a school by assignment from this Board, whose parent has applied for admis-^ sion of such child. The Board shall supply proper forms for admission. Keourds of assignments hereunder shall he open for inspection in the office of the superintendent, and. in addition thereto, the applying parent ! of such child shall be notified of same. 4. The parent of any child, for whom admission is sought, and whose assignment is not covered i>y para graphs 2 and 3 above, shall apply for admission to the superintendent on forms to be approved by the Board, whereupon, such child shall be as signed to a school. 5. The Hoard expressly reserves the right to change the assignment of any pupil at any time whenever, in the | opinion of the Board, the best inter est of the pupil, of the school attended by him or of other pupils, or the effi cient administration of the schools to which pupils are assigned by this Hoard, require that he be assigned to another school. The superintendent shall cause written notic >f such change of assignment to be properly given. P>. No principal of a school to which pupils are assigned by this Hoard shall accept in h*- school any pupils not properly assigned thereto. 7. The application must be veri fied by the parent before an officer i authorized to administer oaths. An in- | complete application (or one not filed within the times herein specified) will not be considered by this Board. Bach application, with a notation thereon of the date on which and by whom it was received, shall be promptly transmitted by the principal to the superintendent, and by him, to the Board. 8. If in proper form, such applica tion shall be considered at the earl iest practicable date by the Board, the applicant shall be notified of the time and place and have the right to be heard and to present witnesses in sup port of such application. In addition to receiving such evidence as may he presented on be half of applicant, the Board may receive evidence in opposition to the granting of the ap plication and may conduct investiga tions on any objection offered, or on its own motion, including examination of the child involved so as to make a proper decision on the application. A decision upon the application shall be rendered by the Board as early as may be practicable anc a final order entered therein, and the appli cant shall be notified thereof in writ ing. Board shall make a permanent record of proceedings upon such ap plications. 9. These Rules and Regulations shall be in full force and effect from and after its adoption by a majority of the Board. 10. These Rules and Regulations shall be publicized as follows: (a) By publishing in full the text of these rules and regulations in some newspaper published in. or having general circulation in, this administra tive unit, such publication to be made on or before the 31st day of Julv, 1962. (b) By filing a copy of these rules and regulations with each principal in the unit and the superintendent, which may be inspected by any interested persons at any time during their reg ular office hours. Rourk and seconded by Hoy Sellers. “Resolved by the County Board of Education of Brunswick County; that: .WHEREAS, the Hoard previously adopted “Rules and Regulations” gov erning assignments and change of as signments for the children in this administrative unit to best promote an orderly and efficient procedure for making applications for assignment or change ot' assignment: And whereas the Hoard has the duty and final responsibility for as signing the children in this adminis trative unit to a school: ^ NOW THEREFORE. BE IT RE SOLVED by the Brunswick County Board of Education in order to best promote the orderly and efficient ad ministration of the public schools in this unit, the effective instruction of Pupils subject to assignment by this Board, and the health, safety and general welfare of such pupils, and each of the hereby assigns the chil of this administrative unit as follows: 1. All children presently under as signment by this Board are hereby assigned to the same school for 1962-63 as they were during the past school year; provided however, chil dren completing the course of instruc tion at the following are assigned for 3962-63 as indicated below: Waccamaw Elementary School, W area maw High School. Shallotte Elementary School, Shal lotte High School. Bolivia Elementary School, Bolivia High School. Southport Elementary School, South port High School. Leland Elementary School, Iceland High School. B. G. T. Elementary School, B. C. T. High School. Piney Grove Elementary School, B. C. T. High School. Union Elementary School, Union High School. Cedar Grove Elementary School, Union High School. Longwood Elementary School, Union High School. Lincoln Elementary School, Lincoln High School. 2. All children who apply for ad mission at a pre-school clinic are hereby assigned to the school in which they applied for admission. . 3. All other children will be as signed to a school upon request for admission when received by the Board. 4. For the school year 1962-63, and each school year thereafter, the parents of any child of school age who desire that such child attend a specific school other than the one attended shall file written application with the Board through the superin tendent of schools at least 20 days in advance of the date for the open ing of schools. Failure to file such an application shall indicate that there is no preference as to which school the child shall attend and the Board shall designate the school to which the child shall be assigned. Course # M At MOWING THE FAIRWAYS We are pleased to report that the grass grows green on the first nine holes of the golf course at Boiling Spring Lakes - on most of the holes, that is. The above photo shows mowing operations in progress as the professional and his helpers get the course ready for use by Labor Day. About those holes where the grass does not grow quite so well, moves ere now being made to irrigate the course so that moisture can be regulated. Pipe has arrived and is being installed this week, and two deepwater wells are being drilled. We still have our sights trained on Labor Day weekend date for opening this course for play. BUILDING “ We are pleased to report that good progress is being mad# on the first unit of our shopping center. It is of masonry con struction and of buff brick finish.
