THE ADVANCE. MISGBLLANEOtrS. To the People of Buncombe County. A CALL FOR A CONVENTION. Office Ex. Com. Democratic Parti^ of J^iincoDibe County., Asheville, N. C., July 24,1884. A couventioii of the Demo cratic voters of Buncombe coun ty is liereby called to meet at Asheville on Saturday the IGth day of August for the purpose of selecting delegates to the Senatorial nominating Conven tion of this District, and for the purpose of nominating candi dates for the following offices, viz; Two candidates for the House of Eepresentatives of the next State Legislature •, A candidate for Sheriff, Treas urer, Eegister of Deeds,Snryeyor and Coroner, ofBuncoinbe coun ty; and for such other business as may come before the conven tion. Democrats of each townshii) are requested to meet in town ship convention on Saturday the 0th day of August for the pur pose of selecting delegates to the County Convention. Let the people turn out and send good delegates to represent their will. Walter B. Gwyn, Chairman Dem. Ex. That in cases where town ships consist of more than one ward or precinct, each of said wards shall be entitled to send delegates to county conventions and shall cast its proportionate part of its township’s vote, based upon the last preceding vote for Governor in said town ship. 8. That for the purpose of fully inaugurating this system the present county executive committees shall continue m office until their successors are elected under this system, and shall exercise all the functions pertaining to said office under this system of organzation. 9. The chairman of township committees shall preside at all township conventions; in their absence any other member of said committee may preside. 10. In cases where all the township executive committees are required to meet for the pur pose of electing county execu tive committees, said meetings shall ho deemed to have a qour- um whom a majority of such townships shall be represented in said meeting. The committee hereby publish the plan of organization of tlie Democratic jiarty compiled from tiie rules and iimendmeiits here tofore adopte'^ the State Democratic Executive Commit tee. TOWNSHIP organization. 1. The unit of county organ ization shall be the township. Ill each township there shall be an executive committee to con sist of five active Democrats, who snail be elected by the Democratic voters of the several townships ill meetings called by tlie county executive committee. And said committee so elected shall elect one of its members as cliairman, who shall preside at all said committee meetings. 2. The several townshiii execu tive committees shall convene at the meetings of the several couutj’ conventions, or at any time and place that a majority of them may elect, and shall elect a county executive commit tee, to consist of not less than five members, one of whom shall be designated as chairman, who shall preside at all of said com mittee meetings. 3. In case there shall be a failure on the part of any town ship to elect its executive com mittee for the period of thirty davs, the county executive com mittee shall appoint said com mittee from the Democratic vo ters of said township. 4. The members of the town ship committees shall elect to any vacancy occuriug in said committees. 5. Tbe county executive com mittee shall call all necessary county conventions by giving at least ten days notice by public advertisment in throe public places in eacli township, at the court-house door, and in any Democratic newspaper that may be published iu said county, re questing all Democrats of the county to meet iu convention iu tlieir respective townships, on a coiuinon day therein stated, which said day shall not be less than three days before the meet ing of the county convention, for the purpose of electing their delegates to the county conven tions. That thereupon the eoii- veutioiis so held shall elect their delegates to represent the town- sliips in the county coiiveiitious from the voters of the respective towiishix>s, which delegates, or such of them as shall attend shall vote the Ml Democratic strengtli of their respective townsliips on all questions that may come before the said county conventions. That in case no convention shall he held in any towmship ill pursuance of said call, or no election shall be made the township executive com mittee shall appoint such dele gates. (>. Each township shall be entitled to cast in tbe county convention one vote for every twanty-five Democratic votes, and one vote for fractions of fifteen Democratic votes cast by that township at the last pre ceding gubernatorial election: provided, that every township shall be entitled to cast at least district TIONS. 1. The several county conven tions shall be entitled to elect to their senatorial, judicial and congressional conventions one delegate and one alternate for every fifty Democratic votes, and one delegate for fractions over twenty-five Democratic votes cast at the last preceding gubernatorial election in their respective counties, and none but delegates or alternates so elected shall be entitled to seats in said conventions: Provided, that every county shall have at least one vote in each of said conventions. 2. The chairman, or in his ab sence any member of the county senatorial, judicial and congres sional committee shall call to order their respective conven tions, and hold the chairmausliij) thereof until the convention shall elect its chairman. 3. The executive committees of the senatorial, congressional and judicial districts, respec tively, shall at the call of the respective chairman, meet in some time and i)lace in their respective districts disignated in said call. And it shall be their duty to appoint the time and place for holding conven tions in their respective dis tricts ; and the chairman of said respective committees shall immediately notify the chair man of the diff’erent county executive committees of said appointment, and the said county executive committees shall forthwith call conventions of their resiiective counties in conformity to said notice to send delegates to said respec tive district conventions. STATE CONVENTIONS. 2. The State convention shall consist of delegates appoint ed by the several county conven tions. Each county shall be entitled to elect one delegate and one alternate for every one hundred and fifty Democratic votes, arid one delegate for fractions over seventy-five Dem ocratic votes cast therein at the last i)recediug gubernatorial election; and none but delegates or alternates so elected shall be entitled to seats in said conven tion; provided, that every coun ty shall have at least one vote in said convention. GENERAL RULES. 1. Such delegate {or alter nates of absent delegates) as may be present at any Demo cratic convention, shall be al lowed to cast the whole vote to which their township or countj' may be entitled. 2. In all conventions provdied by this system, after a vote is cast, there shall be no change in such vote until the final result of tbe ballot shall be anuounced bv the chairmau of said conven tiou. 3. All Democratic executive committees shall have power to fill any vacancy occurrin, tlieir respective bodies. 4. That the chairman of the different county conventions sliall certify tlie list of delegates and alternates to the different district and State conventions. And a certified list of said dele gates and alternates of the State convention shall be sent to the Secretary of the State Central Committee. For the Committee: Octavius Coke, Chair. J. J.
