Adv. WASHINGTON, Jan. 29. Delay on the part of the shipping board in taking actlun on the bids submitted for the purchase of tho 30 former German passenger ships was said by Chairman Payne tonight to be due primarily to the board a Intention to make certain that a fair market price will be obtained fur each ves sel before bids are accepted. The ships which the board has Of fered for sale were used by the army as transports and to recondition them for passenger service will Involve a considerable sum, the chairman said. It la proposed to sell the ships "as Is"-or they stand, and In order to determine If a fair price is belli offered for a given vessel, It has been decided to add the estimated cost of reconditioning to the bid submitted which will enable-the board to decide If full value Is to be received for the ships, In the light of present prices for ships ready for service. Objection on the part of the 'way department to the sale of the ships Is expected to be waived by officials of the board. Certain of the liners had been designated as part of the proposed army transport reserve and Secretary Baker protested against any transfer of title-invalidating this provision. It Is expected, however, that assurances will be given the war department that any vessel sold will remain under the American flag and, -subject to the call of the transport service In case of emergency. Chairman Payne has written Sec retary Baker that no bids would be accepted until the matter has been fully adjusted. fPS ii:ifi iiiialtoiiuihl of Education, property In Skyland township, ip and other consldera tions.
