was a death blow to the educational
interests of the poor people of North
Carolina. He asked, by an amendment
submitted, that this law when enacted
shall not apply to Mecklenburg
county.

served on county boards of education
and he knew the whole system was ab
solutely worthless. He - favored the
pending bill and thought it was de
manded by the people.
