he was in the Senate, and what he
thought of Senator Carter's bill to
establish such a system

Congress is reaching its closing
days, and it seems certain that it
will adjourn leaving unacted on the
most Important reform measures
which the President has been urtng
enacted.
The anti-injunction bill, which
the President has most strongly
urged, was beaten in the Republican
caucus by a close margin. The labor
vote of the country is especially ag
grieved at what they term the gross
abuse that has been made of the in
junction by the courts to dlsorgan
ize the labor organizations and put
ibem to a great disadvantage in
the contest between them and cap
ital. Besides, it is pointed out that
there has been more than one glar
ing example of where the Injunc
tion has been used either to nullify
law or to go a step further and

prime and vigor of his manhood and
