This matter, voever. finally went to the buildings and grounds committee on Mr. J. Lan drum Brown's amendment. Mr. Bilk moved to amend the by 'atrs as to certain children whose ap- r.Hcaions were Deiore tne uqaru iu eu- tpr The citv schools, the children com infrcro out of the city. This motion vas lest. Mr. McCall moved that the rule le construed to mean that chil dren might attend school whose par ens live in the city or whose guar dFaVhad taken out the necessary le gal pacers, costing about $1.25. The JlcCail resolution, after debate, was adopted. It was set forth, that the rule and by-laws do not exclude or phans in the city. Mr. McCall, as chairman of the teachers' committee, made his report and recommended two new teachers fcr the high school, Zvlisses May San ders Howell and Marie McKinley, who uere elected to these positions, while several others were elected in other schools, and several resignations and changes were reported, making three new teachers added to the force, the Groveton school being discontinued, so that the teacher of that school "ill be available for service else where. The board also voted for the addi tion of a grade at Biddleville. The question cf the dividing lines between schools came up, but was fin ally left to the discretion .of the 'super intendent and assistant superintend ent, the board intimating that is moral support would follow whatever the beads of the schools do in the matter cf placing children in the various schcois. Mr. Stewart got through a motion whereby the head janitors at the various schools may aid the economy movement by reducing extra help in tne warmer months and adding so Euch as might be required in the cold weather. This should result in some saving jt t-as thought. some improvements were ordered in the manual training department. Includ jug the cementing or sealing of the top ot tne room. Substantial evidence ' of continued industrial progress in and around Charlotte comes to light almost ev ery day. Renewed confidence in the bus iness situation is manifest on all sides. The improvement in the cotton situa tion, the steadiness of the market and steadily stiffening pricos, all have helned to boost the prospects of the agricultural and mercantile interests particularly during the las: few weeks. News of the construction cf a new large and up-to-date cotton ginnery in Charlotte will therefore be received with interest by the public generally and by the cotton growers of the Char lotte district, especially. The new plant is being built by Messrs. George A. and S. W. Howell, on the Howell property in south Char lotte, just p.t the city limits. It is most conveniently located for the purpose, right on the Southern railroad, and streets are being oponed and graded to the plant so as to give easy access from, the several roads leading into the city from various directions. The ginnery building is practically completed and the machinery will ar rive and" be installed in a few more days. Everything about the , plant is to be of the most modern construction the building is of brick, with con crete floor; electricity will operate the machinery and it will be practically fire-proof. The machinery used will be of the new Automatic Air Blast type the very latest improved and highest priced ginning system on the mar ket. This system, it is stated, differs radically in many respects from any of common types in fact, there are only about half a dozen gineries of this par ticular kind in North Carolina at the present time. When completed this new ginnery in Charlotte will be decidedly the fin est in the -county if not in the state. It will be able to turn out easily fifty bales of cotton per day. It will incite the curiosity and admiration of those interested in mechanical progress and invention in this line. In connection with the ginnery there will be a large brick warehouse for the storage of cotton, cotton seed, cot ton 'seed meal, hulls, and such other litems as the proprietors expect to handle. .
