Comptroller of the Currency Murray has ordder- ed that boards of directors of nation al banks hereafter shall meet the federal bank examiners at every ex amination to discuss the affairs. of the institutions, especially their loans and discounts. In the large cities where the assembling of the directors may cause considerable inconvenience, the examiners have been authorized to use their discretion in enforcing the new order' unless some condition is found in the bank deserving criticism. In trying out the spirit of this reg ulation the comptroller today advised about 500 banks located in various parts of the country that their course in recently electing as a majority of their board directors who are not res idents of the places where the banks are located, was "objectionable." "The directors," he said, "are not conveniently available for monthly business meetings; they cannot meet to pass on all paper purchased or dlacouuted; they cannot be readily con-v-nd should urgent necessity arise; and they cannot meet the national bank's examiner when the bank Is ex amined." The theory that the American peo ple, individually and collectively, are too incompetent, dishonest and waste ful to settle freely upon our lands, open lip our mines, irrigate our fields or establish industrial operations based upon the native resources or the country; that there is no further use for the prospector, the discoverer, the homestead settler, the miner, tne industrial worker and the empire builder, is a fair statement of the contentions of the conservation pro paganda. The main contention, how ever, upon which our conservation statesmen base their argument is the false and ridiculous one that our resources are vanishing and tnat as a nation we are facing an impending famine of oil, iron, coal, phosphates, timebr, water, grass, etc. The real scientific and economic facts show conclusively that never in our history- has there "been such a remark able output of developed native pro ducts of such enormous areas of "B; developed resources as have been re cently " discovered aud defined by scientific investigation.
