Practicing Law Without
Revenue Licensee
RiciiMOxD, Va., Feb. 9. In the
Hustings Court this afternoou Mr.
Wm. IvRoyall was fined $50 for prac
ticing law without a revenue license.
The case was tried by a jury who
were asked by the prosecuting attor
ney, Mr. Wyndham R. Meredith, to
fix the fine at the minimum, as the
case was to be a test case. An appeal
was taken to the Supreme court, and
in the event of that court - refusing to
grant a writ of error, Mr. Royall will
take the matter to the Federal Courts.
.Mr. Royall agreed to all the facts pre
sented to the jury by Mr. Meredith,
and in his willingness to make up the
test case, told the jury that he would
not under any circumstances bring
suit against them for finding a ver
dict against him. Judge A. L. Hil
lary, who was on the bench at the
time, told Mr. Royall that he had no
right to make anv such rpmnrk tn tho
