In explaining his position Mr. Pou said that it w as not a special subsidy for the Southern Railway; that the mail was formerly handled by the Atlantic Coast Line Hailroad which surrendered the privilege be cause it could not make the schedule, and that the contract was awarded nowadays to the Southern for the reason that it made the fastest time between Washington and Atlanta. The Southern Uailway does not re ceive the entire appropriation, only a proportionate share of it, and it is Mined' bv the government on its failure to make the schedule. The proper way for the people to show their appreciation of the ser vices of Messrs. (Iudger, Small, Pou and lUackbum, is to see to it that every one of the other six members of North Carolina's delegation be elected to stay at home.
