Unrestricted submarine warfare has been declared by Germany in a note handed to Ambassador Gerard in Berlin Thursday and the practice will be put into effect today. The socalled "Lusitania agreement has been repudiated and the "victory" won by President Wilson has been in vain. Just what preparations the al lied countries have made to combat this "warfare" is not known, but un doubtedly they are ready to meet it. Neutral commerce will suffer most, in all probability, and Norway, Holland and the United States probably will suffer as much as the belligerents. The Washington government, which has labored patiently and industrious ly to preserve a semblance of neutral rights has told the world that: 'If it is still the purpose of the imperial government to prosecute re lentless and indiscriminate warfare against vessels of commerce by the use of submarines without regard to what the United States must consider the sacred and indisputable rules of international law and the universally recognized dictates of hu manity, the government of the Unit ed States is at last forced to the con clusion that there is but one course it can pursue. Unless the imperial government should now immediately declare and effect an abandonment of its present methods of submarine warfare against passenger and freight carrying vessels the arovern- ment of the United States can have no choice but to sever diplomatic re lations with the German empire al together. This action the govern ment of the United States contem plates with the gravest reluctance but feels constrained to take the behalf of humanity and the rights of neu tral nations." The purpose of the German order is to prevent commerce between neu trals and Great Britain and her al lies and all ships, whether belliger ent or neutral, will be ruthlessly de stroyed. The people of the United States cannot expect any considera tion from Germany. It is Mr Wilson's move. There are quite a number of men and women in Hickory who wouia not require that the hands be moved up to cause early rising. IN MEMORIAM Lucy Jeanette .(Morgan) Beard Born at Petersburg, Va., Novem ber 28, 1852 ; fell asleep at her home Hickory, N. C, January 2nd, 1917: Ruried from Church of the Ascen sion, Jannuary 4th, the Rev. Edmund N Joyner, her nrst pastor at rncKory, and the Rev. Samuel B. Stroup, her present pastor, officiating. The beginning of Mrs. Izard's life at Hickory dates from its day of small things, when the whole town was as one big family. And it was through the zeal of such spirited, as well as public-spirited, characters as she, that the town made such prog ress that it began and continued to crow, reachinir its present propor- itons within the comparatively brief period of her residence. iShe was married, in 18 to that great-hearted christian citizen, Mr. James T Heard. Cherished was the union between them, and none the less, ever, after he had preceded her to "saints' rest" by some years. jvirs. Beard was brimming with a well-directed energy and enthusiasm, always as broadly interested as she could safely reach, and no farther. Never, with her powers and faculties, did she "so fight as one that beatelh the air." Perhaps her perculiar genius lay in aptitude for teaching little children. She was long a teacher, and even af ter the need passed as a means of support, because she loved children, she rejoiced in the atmosphere of their stirring, happy ways. She kept her little school about her even until that moment when the teacher, who took his little ones up in his arms to bless them, with a quick summons dis missed her gentle spirit to its endless holiday. One brother of the immediate fam ily, Mir. Alfred Morgan, remains, and her neice, Miss Josie Person, who loner snared her home, and was as a daughter in a thorough and tender mutual affection. Were I to describe Mrs. Beard in one word, as to all her relationships in life, that one would be the great word "loyalty." From the path which led straitest to duty and to service she never flinched or swayed. As touching her own family, in all its members, or their memory, hav ing passed on, her constancy was woven of cloth of gold. In the ties of personal friendship, and some there were long years abid ing, that word was of luminous appli- Hev. It is easy to build up a circumstantial case around one or two officials and the pesident's brother in law, but then there would be no ground for belief in the actual guilt of officials.
