Shuford, Jr., returned home today in response to a tele- j phone message informing her that Mr. Blalock is ill. not serious. His condition is GERMANY'S LACK - CKACr OF DEMO- Paul W. Brown in the Outlook. At first glance- the imperial Ger man government appears much like our own. There are two houses in the legislature (the Bundesrath and the reichstag and the upper house represents the separate states of the German empire, while the lower house represents the people and is 2hosen by universal manhood suff- -age tall of which sounds familiar. But not too fast. ' The upper house with the excep tion of the three delegates chosen by the three free cities of the empire is selected, not by the people of the 25 German states, but wholly by the hereditary princes. Its representation of the states is a pleasant fiction for overseas consumption; what it really represents is the interests, opinions and prejudices of 22 German monarchs. It is one of the most ?omplete and impregnable bulwarks of privilege in the world. It has imazing powers. In theory, legisla tion may originate in either house; 'n practice, the right of initiating leg islation is exercised almost exclu sively by the princd-appointed up per house. This body may, with the ; consent 'of the kaiser, dissolve the lower house at will. Acts passed by it and then passed by the lower house the Reichstag 'must be re turned to it for final approval. Its power overshadows both ends of the ' legislative road. j We are now ready to look at the lower house, with its membership lected by universal manhood suf frage. It is a vastly different thing rom the powerful lower houses of he American congress and the Brit- h Parliament. Most of the ap propriation bills originate in the up per house. The reichstag votes no alary or civil list for the kaiser. whose income comes from the Prus sian not the imperial flejrislature. and from the enormous estates, since ' le is the largest land owner in the realm. The reichstag has no con- trol over the imperial ministers, as nas the English house of commons; they are appointed and removed by the kaiser, without reference to the reichstag's approval or disapproval, No wonder a German writer on po- iucai science says: "strictly, speaK- ng it is the Bundesrath that makes aw, with merely the assent of the reichstag." But these facts, significant as they are, do not give the full measure of the helplessness of the German peo- p e with respect to imperial legisla - tion. The universal sugrage is it- self a farce. So the growth of the eimnire has seen t.hfl narlirv . 7. . : representation oi the liberal ele ment in the electorate grow less and less, while that of the reactionary element grew more and more. How far the reichstag comes from being a body fairly representative of the German electorate may be iude- ed by the fact that in the famous ef- ection of 1912 the election which transforming a government majority of 89 into an opposition majority of 14, is considered ,a turning: noint in the relation of the German radi cal movement to the government the votes of the radicals counted for just one-half as much as they should the social demiocrats cast 39 per cent of the vote and elected 19 per cent of the members. In particular districts the situation is much worse; there have been years in which 170,- 000 voters m certain country dis tricts elected exactly as many mem bers of the reichstag as 1,950,000 m certain cities a triffie of 11 -12 times as much representation, man for man. In order to fashion an American parallel to the situation of the reichstag, let us picture the house of representatives shorn of its power of exclusive initiation of appropriation bills, compelled to return, to the sen ate for final amendment and appro val measures originating in that body, which it, m turn, has passed, the sub ject to dlissolultionj by the senate. Then to complete the picture, im- agine a senate 29 per cent of whose members are appointed by the irre- i movable executive, the rest of whose membership represents, not the elec torate, but the privileged order to which the executive belongs, and , the impregnable power of the auto- 1 cracy over the German empire may be partially conceited. At this point the American is moved to inquire why the German people do not arise in their might and amend the German constitution. For the very good and sufficient rea son that the makers of it so devised it that it can never be amended against the will of the king of Prus sia, who is ex officio emperor. Pro posed amendments must be approv ed by the Bundesrath or they are lost. In that body of 58 members, 14 adverse otes are enough to defeat an amendment, and 17 members are appointed by the kaiser as king of Prussia.
