AUG. 4, 1917 TMI TRUTH ADM ITT ED That Germany was in collusion with Austria to hurl Europe into the throes of war unless Austrian and German aims could be gratified in the Balkans by the mere expe dient of rattling the saber, the en tire non-Teutonic world has believ ed from the outset, and the admis sion by Ilerr Zimmermann, former foreign secretary of Germany, that the, Austrian ultamatum to Serbia was received in Berlin 14 hours be fore its delivery to Belgrade causes no surprise. Rather it confirms well founded belief. Twenty nations have indicted the central powers to the extent of de claring war against them, and at least three o'jher neutral nation: either have severed relations with them or have announced a benevo lent neutrality in favor of their en emies. Not even Napoleon, as ruthless as he was, was able to ar ray so great a part of the world against him, and in comparison to the Potsdam crowd of supermen, he was a piker. How long will an intelligent peo ple like the Germans stand for a gang of leaders who stop at noth ing to fiyther their ends? Gorman complicity in the Austrian plot to cause the war being admitted, is it possible that the German people will not demand a reckoning? HIM PURIFIED OF OBJECTIONABLE EFFECTS, AT LAST THIS WOULD PAY A fruit and vegetable exchange in Hickory, organized to supply the markets of the east and north, should be profitable to the farmer of Catawba, Burke, Lincoln. Alex ander and Cajldwt counties cer tainly those farmers in close prox imity to this city. The local mar ket will not bo able in years to take care of even the produce that is grown around Hickory, but there are places where the fruits and vegetu ties raised in this section would fine a good crop. -An organizjrtion something like th Catawba Potato Growers' Associa tion, with a secretary or manager who is constantly feeling the pulse of northern markets, and a member ship who would submit to a stan dardization of their produce, coult turn many thousands of dollars ov er to the farmer members. This paper is intensely interested in the development of this section of North Carolina and it wants to see the time when there is far more money flowing into the country than is the case now. Organization will do it. When the busiest work of tho farm is over, the first step should bo taken for next year. The Statesville Landmark will wait to hear from Dr. Alexander in regard to his alleged treasonable ut terances on the draft act before passing an opinion on him, and this really is the proper manner. W,e have tried to be considerate of the Herr Doktor, for we are in sym pathy with tho cause he misrepre sents, but most of his preaching, so far as we have been able to learn, is directed towards arraying class against class. Although certain Germans assert ed that truth had been suspended during tho period of the war, it seems that Dr. Zimmermann, in a thoughtless moment, blurted it out. "Now, therefore, be it ordained: "That the "City Council of the City of Hickory" finds the following facts: (a) That the city treasurer has filed with the city manager, ex ofllcio city c.erk, a statement of the debt of the "City of Hickory,-" pur suant to the "Municipal Finance Act of 1917," and that said statement is now in the office of the city man ager and is open to public inspec tion. (b) That the average assessed valuation of property subject to taxation by the "City of Hickory" for the years nineteen hundred fourteen, nineteen hundred fifteen and nineteen hundred sixteen is two million, one hunftrea eighty-one thous and, six hundred forty-two dol'ars, and sixty six and two thirds cents ($2,181,642.66 2-3), as is shown by said statement. (c) That the avefragle assessed valuation of property subject to taxation by the "City of Hickory" for the ycar3 nineteen hundred fif teen, nineteen hundred sixteen and nineteen hundred seventeen is two million, two hundred ninety-six thousand, two nundred . forty-nine dollars and thirty-threo and one-third cents, ($2,206,219.33 1-3), as is shown by said statement, and that the years nineteen hundred fifteen, nineteen hundred sixteen and nineteen hundred seventeen are the three fiscal years in which taxes -were last levied. (i) That the amount of the net debt of the "City of Hickory" out standing, authorized and to be author ized (including all proposed bonds) is two hundred two thousand, eight hundred forty-vhree .dollars ($202, 843,00), as is shown by said state ment. "That funding bonds of the maxi mum principal amount of thirty three thousand dollars ($33,000), bearing a maximum rate of inter est of five per centum per annum, be and are hereby authorized to be issued by the "City of Hickory," a municipal cooperation in Catawba county, State of North Carolina, for the purpose of funding the present floating debt of said municipal cor poration. "That the maximum neriod within which the said funding bonds shall mature is and shall be ten vears. which is the shortest period in which the debt can be finally paid without making it unduly burdensome irnon the taxpayers of the city.
