unusual the reported removal of Ger
man and Austrian reservists from
American ships off Hong Kong, pro
vided the incident occurred within the
three-mile limit of the British port.
Inasmuch as Hong Kong is under
British jurisdiction, -her warships
could arrest the nationals of any bel
ligerent within territorial waters.
