An agent of the government secret service is investigating the operations of a bo gus postofflce inspector, who victim' ized Postmaster Robert Shade at Siler this county. The man, posing as an inspector, took charge of the office. Postmaster Shade turned the mon ey over to him, and the stranger gave him what purported to be a receipt. After borrowing the postmaster's ov ercoat, the stranger left. He did not return, and the matter' was reported to the Washington authorities. COURT FINDS MALICE. Decide Employer's Secret Letter Kept Employe From Getting Work. By Wire to The Sun. Annapolis, Md., Jan. 14. In the case of Joseph Wlilner against Harris Sil- berman & Sons, of Baltimore, the court of appeals, in a decision handed down by Judge Henry, announced for the first time in this State certain principles bearing upon the rights of mployer and employe to organize and to make use of a blacklist. Willner was a cloth cutter who had been discharged by the Silbermans for suggesting to a fellow-workman that he should apply for higher wages The firm thereupon wrote to the members. of an. association of cloth ing men, requesting them not to em ploy Willner, and he was consequently refused work. The court of appeals ruled that the letter Indicated malice. and was not strictly accurate. The court held that both employer and employe had a right to organize for ttfjlr own ben efit, but that they must be careful to act within the law as organizations, as well as Individuals. The Bal timore police believe they have In custody Mamie Decris, known partic ularly in Georgia as the "Diamond Queen," who swindled the Jewelry firm of Theus Bros, and T. L. Desbouil lions In Savannah in 1902. The woman was arrested at a local hotel, where she was employed as housekeeper under the name of Ma mie Degracia for the theft of a dia mond horseshoe pin, valued at $650, belonging to Mr. Charles Gibbs Car ter, of Pittsburg, a patron at the ho tel. Yesterday the police received a com- munication from the Savannah au- thorities asking that the details of the Degracia woman's case be for warded to them. For the Savannah crime Mamie Decris served a term at the Georgia penitentiary farm, at Milledgeville, where she was whipped by a guard for abreach of discipline. Attorneys representing the State of Virginia and the railroads of the State in the 2-cent rate case today notified the corpora- tion commission that they would with in a tew aays present petition tor a rehearing of the case before the Vir ginia supreme court of appeals. This will be done on the sugges- tion of the United States Supreme Court that before the case could come before that tribunal It would have to be heard before the Virginia Supreme court of appeals. James York- a Quarry worker, cut the throats I of four of his children near here early ldny, and then committed suicide by hanging himself to a small wire. The dead children ranged from 6 to 14 years. The sole survivor of the family is the elde8t daughter, who kept house for her father. York was de spondent over the recent death of his wife.
