Government by Default As this is written there is some newspaper comment about having an extra session of the General Assembly. Kjt here is the time for the S. P. C. A. to step in and get busy. Sixty days of the average legislature is about all the State can stand at one time and this present one seems to us be considerably under the average. To date it has done very few of things so badly needed in this State. It has not reformed the system of taxation, it has not given us a genuine primary law, but it has, we sup pose, drawn its salary with great regularity and it has carried out the procedure so well defined in its own picturesque phrase of "sitting steady in the boat." The people should begin to realize by now that a reformed, progressive government will only come when the majority of, the citizens of North Carolina1 are aroused to their electoral duties and obligations: in others words, when the average citizen becomes interested in govern mental progress and reform. Gratitude in full measure is also due to those corporations who have responded so heartily m providing the funds which made Dr. Long's work possible. The corporations who responded so generously are the Roanoke Mills Company, Patterson Mills Company, Rosemary Manufactur ing Company, Roanoke Rapids Power Company, Reaver Board ( ompany. The work has reduced the death rate in this community, cut down the sickness with the attendant loss of time, added immeasurably to the comfort and happiness of every man, woman, and child. It has chang ed this community from a hot bed of malaria to one of the healthiest places in the State, We do not believe that the value of such work can be measured in terms of mere dollars and cents.
