Editors : The General As sembly, now in sesion, has befcre it many important subjects, but none more o than that of internal improvements. Our good old State having been reconstructed, it is now her duty to pursue such a course of legislation as will enable her people to recover from their losses by the late war, and such a system of internal improves ment as will give to all our people con venient facilities for transporting their produce to market, will very near, if not quite, accomplish this object, j Among other Railroad projects now before the Genera! Assembly, awaiting aentativesj (having passed the Senate,) is a bill to d vide and separate the eastern and western divisions of the Wilmington, Charlotte and Rutherford Kail it ad. The charter was obtained at the 'session of 1854-55, by chaps, 225-'2fi, by which the capital stock of the dvisoa from Wil mington to Charlotte, and from Char lotte to Ruthei ford ton, was entirely sepa rate and distinct, and each division, in the main, has been conducted upon the same principle ever since, A division of the road and the forma tion of a company over each, will place the control of the same in the hands of those who raised the funds to secure the charter originally, and being direetly and immediately concerned therein, will in sure their most speedy completion. 1 wish to call the attention of members of the General Assembly, and the public, which have been obtained from a letter addressed by the Hon. W. C. Kerr, State Geologist, to Judge Logan, ar.d which, by his consent, I send you for publication : Cor. Raleigh, Dee. 25, 1868. Jcdce G. W. Logas: -Sir ; In compliance with your request, re ceived this Hjonpnjf, I send the following state ment or elevations along the proposed lis of Railroad: 4bovt&aLevd. Crossingof N C. R. Second. That the Reedy Patch Gap is the lowest part of the whole chain of the Blue Ridge in its course through North Carolina, J Third. That a railroad can be built over this route without a tunnel. Four th. That the average gyadeoper the Reedy Patch Gap is bat Aa grades over which cars are daily running. In addition to the alove, I will stajte that-the route here described was turx r. yed by Mr. Gardner, a competent en gineer about the year 858 or '59, and his estimate to build the road over the Reedy Patch Gap from Rutherfordton to the French Broad was i,00,000 only. The western division of the road is now completed to ChUry vil, 40 miles vwest of Charlotte, from which point to Rutherfordton, the road bed is at least two-thirds graded, and a good deal of the masonry completed ; and moreover a considerable amount of funds heretofore raised by individuals acd county subscrip tions are awaiting an opportunity to be expended on the road. It believed that nothing will be more beneficial to our peopel than intercom munication ; that nothing willhave a better tendency to ally sectional feel ings than uniting the East and West by railways. ' And, finally, a wise system of Legist lation will effect these great objects at the earliest day possible.
