The Substitute" increases the stock of the rua to Se ven millions of dollars, ami au thorized the Slate to subscribe four millions dollars to the stock when the stockholders accept this amendment of the charter, two millions oi dollars to be applied exclu-ively to each division. An animal tax of one eighth of one per cent is imposed to pay iu interest on the bonds. Mr. Malcoje spoke at length, giving the history o roatf , M. French said nnder the origii.al bill nothing cotdd be done, as any stockholder could lake out an injunction ; while his sub stitute would satisfy the stockholders and be effective. Mr. Justice, of Rnthe ford, opposed the substitute. The stih titute asks a larger sura than his bill. The original 1 ill only asks permission to go on in keeping with the or iginal charter, the charter provides that the money raised east of ClnirJotte shall not he expended west of there. The State's money has been expended east of Charloitf, and the Western section has been igm.red. Reading from the charter, he said the bonds even were made to reler to tk-ir particu lar section ; um er that charter two sets of directors should be allowed until the road was completed. That is all that is asked. The effect of the substitute would be to de feat the divisions.
