Moved by the fright ful disaster which si week nro 6hockcd the entire nation there h now bein planned an official movement toward securing from Congress such legislation as will " remove from all tho department buildings the reproaches of over crowding and unhcalthfulness. It is understood that Secretary Carlislo will report favorably and . emphatically on a proposition to vacate all rented buildings as speedily as possible, ho believing that tho employes and the files should bo housed in structures erected by the government for its own use. It is also understood that President Cleveland will, in his message to the next Congress, urge speedy action on tho proposi tion to purchase ample ground for sites and to place thereon as many buildings as may be necessary to properly and safely accomodate those whose lives arc now en dangered. .Neither tho President nor thy Secretary ' will err in making such eminently business like and huiuano suggestions. The much abused (iovernment employes make a showing in the relief fund that Washington is " raising for the sufferers from the late disaster that some of their Retractors may contemplate with profit. "Thcy have contributed an ex ceedingly large per cent of the whole smn raised. This" great Capitol city, whose sumptuous avenues arb'C.rowdcd with palaces of tho rich and" fortunate, is in debted to the poor employes of the Government for much of the credit of its contribution tc. hu manity. It is very easy to dis parage theso employes. Almost everybody docs it. Every "re former" who wants to scream a JefTersonian scream; every states man with an expedient for becom ing famous as a lynxeyed econo mist all of them exploit their eloquence at the expense of the quiet toilcre in the departments. The reformer calls heaven to witness their stall-fed ass and their luxurious sloth. The states man puts committees on 'their track to sec that they do not bleed the Treasury. But these same employes have responded to an appeal of anguish and afllietion as no other class in the city has re sponded liberal, and creditabie, and gracious as tho general re sponse has been. A uncwal of the rumor which has several times previously been put in circulation that Mr. Cleve land intends to call a midsummer session of Congress meets flat con tradiction in well-informed quart ers here. It is said that since he gave out his authoritive state ment on June 5, last, that he in tended to call an extra session of Congress "not earlier than the 1st nor later than the 15th of Sep tember, unless unexpected contin genecs should necessitate an earli er meeting," nothing has occurred to cause the President to deviate from his previously announced intentions. Further, to clinch matters, it. is stated on authority that Mr. Cleveland has completed his arrangement ; to bo absent from the city from some time in July until the latter part of Au gust. President und'Mrs. Cleveland have gone to their summer home at Ptiizzard's Pay. Mrs. Cleve land will remain continuously at Iluzzard'd Pay throughout July and August, returnimg to Wash ington the first or second week in September. The President will ppeud a".' !.;. time with his family that can be spared from official duties, but though looking for ward to a summer of rest and re creation, he does not anticipate abandoning the banting process to which ho has been obliged to have recourse on account of his rapidly increasing weight. Ihcre seems to be little doubt that Minister Plount has resigned. The cause lor Mr. Plount's re signation is not so clear. He was apparently on irood terms with everybody and has been given clear-worded instructions, which he was carrying out. It is well known that he ia opposed to an ncxation, and it is probable that if it were determined upon he would resijrn now, but neither Mr. Cleveland nor Mr Gresham has said anything to lead one to believe that the administration has decided upon the annexation of Hawaii thus far in advance of tho assemblage of Congress. The State Department resolutely re fuses to give any key to the puz zle. Those in position to inform themselves say unviersally that a hot annexation fight is slated for next winter, and that it stands a much better chance of success than when the provisional govern ment was first 6ct up. In reply to inquiries as to the amount of United States bonds held abroad, Acting Registrar of the Treasury Smith has prepared a statement showing that when tho census of 1S80 was taken coupon bonds of the United States to the amount of $537,000,000 were estimated to be owned abroad. No effort was made to obtain similar estimates as to Coupon bonds in the census of 1S90. From tho checks at present from the Register's office an approximate estimate is arriv ed at that the amount of United States registered bonds owned abroad is but $18,500,000. Richmond & Danville R.
