President Chauncey M. Depew, of the New York Central railroad, is quoted as saving that, in his opinion there can be no substan tial prosperity in this country unto the railroads prosper, and he decs not see how the raiiroads can pros per if an interminable rate war is to be waged between them." "The railroad business of the ia.it six months nas been done on the ba sis of a demoralized rate," continued Mr. Depew, ''ami while the increase in earnings every where has been great, you will notice that it has been greatest in gross earnings rather than net. You must under stand, too, that these earnings hav followed a tren:e!id."'s l.arvi st In re and an equally great crop move ment, induced by the wheat de mauds of Europe upon us. Some statesmen tell us that a pooling law is too great a power to eeutra ie in the hands of auy public commission : but the absence of one is finding on the one hand to create a middleman s monopoly as against both producer and consumer, and at the same time to destroy the main hope of prosper ity for the railroads. Vou take the great freight shippers of the country and you will find them owning their own freight cars, acd thereby get ting mileage rates with which no in dividual shipper who has to pay re gular rates can compete. The big shipper now goes to the wes'err. (arm with his private freight cars, states the price that he wii give for the wheat or cattle, as the. case :-iay be, and then, having dictated to the farmer the selling price, he turns around and in the same way dictates to the railroad the hauling price. This is the situation which ex'.ats to a large eitent today, and to which we are steadily drifting. "Now," continued Mr I'epew, "prosperity, if it means any thing at all, means the distribution of wealth amonj; the many and over a large territory. It certainly does not mean the concentration of wealth and power in a few bauds and in a ff w large cities. The pooling leg islation which the railroads are now seeking would establish n uniform rate throughout the country and bring us back to the old conditions when tne farmer shipped his pro duce direct to the sales market and based bis selling price on natura conditions rather than on the abi trary rate fixed for him by a mo nopoly. Our populist friends in tin' West see in the pooling bill somi benefit to the railroads, and for thai reason they oppose it, ignoring the fact that it is of far greater benefit to the farming interests of the coun try.
