The German consul wrote the Gov ernor In pan: "An article lately received from my father gives some very Interesting ng ures furnished by you to a New York paper. As a native of North Carolina, I was naturally proud of the develop ment of business In my native State, and showed the article to a German friend of mine, who has lately returned from Bouth Africa. "He Is a man of some capital, and as he is looking out for a chance to in Vest, has become greatly interested In the cotton mill business of North Caro lina. He desires me to write to you and find out how much capital It would need to start on a small scale and a good place for commencing such a business." Commissioner Hamrick yesterday made reply a follows: "Hon. W. B. Murphy. U. S. Consular Agent, Guben, Germany: "Dear Sir Your letter to His Excel-4e-ncy the Governor of this State, has been referred to this department, and In answer I would say that the cotton mill industry has increased wonderfully In this State In the last few years, and is paying better than almost any other business In the State. "We have abundance of water-power, and this power can be harnessed very cheaply. "It Is estimated that we have sites in this Stnte suitable for the location of factories on water-courses in this factories on water-courses having an aggregate of 3.500 horse-power, enough. If utilized, to run the cotton spindles of the world. "In answer to questions along the line of a change in the hours of labor In the cotton mills of this State, sent out by this department, only 7 per cent, of the replies were In favor of legis lation. The operntors do not want it and are satisfied with their present con dition. Strikes are unknown, and there is an abundance of mill lanor In this State. vhlch can be secured at one-third less wafers than Is received by the employes of the New England mills. "The employes of the cotton mills of this State are better satisfied than any other class of our laborers, and there are no antagonisms between the employer and employes. "Most of the mills of the State are small mills, for in point of numbers this State has almost as many mills as all of the other Southern States put together. "Cotton mills can be built for from $15,000 up, and large mills ran be built at a much smaller proportionate cost. "This department it. prepared, if re quested, to furnish places where mills can be located to advantage and would gladly furnish any information on the subject desired. "In conclusion, I will again specify the principal reasons ror this State being a desirable locality for the erec tion of cotton mills. "No laws regulating the hours of labor or the age of employment, very low nnp-H, line water power and the home of the cotton production where It Is raiseil and where it should be man ufactured. Smith, Commissioner of Agri culture, is the next State official whose political head will encounter Governor Russell's quick-action guillotine. The Governor bus said, and John R. .must go. When Mr. Smith was transferred from the position of superintendent of the Stnte penitentiary and given the Commlssionership in the Agricultural Department. The Post then slated that the Governor and his Board did not In tend to deal fairly with him. The pre diction of The I'ost is about to be re alized. Governor Iviissel! Is film in his de termination to have John R. removed as Commissioner of Agriculture. Dur ing the past few days the Executive has discussed the advisability of calling a special session of the State Council to take action in the matter. This is unnecessary, however, as the Governor hns a majority of the mem bers of the Hoard completely under his control, and a word from him will be sufficient to cause John It. to be bounced. The Governor expresses the opinion to those who are looked on with favor in the oftNr'til sanctum, that Mr. Smith Is incompetent to perform the duties of Commissioner. The Governor expresses the opinion that a more active and en ergetic man should be chosen. The Governor has evidently under gone a change of mind since the last meeting of the Board of Agriculture, when the transfer of Mewborne and Smith was made. The Governor was quoted as saying then: "John R. can run the Agricultural Department. No brains are required to fill the position." John W. Graham, the president of the State Alliance, is slated to succeed John R. as Commissioner of Agricul ture. He Is the Governor's choice and has many friends among the members of the Board. Graham, on account of his position with the Alliance, Is a fa vorite with the State Administration. During Meivborne's administration as J Commissioner It was contemplated cre ating a special office for Graham that of Commissioner of Immigration. The Board of Agriculture can remove the Commissioner of the Department at any time It sees fit. Th election of a Commissioner Is not made for any Specified time, but the law says that he hall serve as long as his services are satisfactory to the Board. This Is where the Board will 1st John R. down at Its next msstlng. BEFORE THB FOOTLIGHTS. "A trip to Chinatown" Cancels Some tit th Bookings for Next Season. "A trip1 to Chlflatown," one of Hoyt's clever farcesi which was booked to ap pear at the Metropolitan Opera House March 4th, has cancelled Its date. The company cancels all other dates in the State. The booking Of attractions for next season ha already begun. Manager Meares has secured dates for some of the best that will visit the South. Among them is Al. G. Fields' Minstrels, which splendid organization will, as usial, open the house. Roland Reed, one of the greatest act ors of the American stage, and "The Heart of Maryland," are two other strong attractions secured. Murray & Mack, the Irish comedians, will likely be seen during the season. The Wilbur Opera Company may play the fair week dates. No arrangements have been made for the opening of the Academy of Music. Bookings for next season are now in order, and It is not probable that the play house will be opened unless some arrangements are made soon. Let us hope that some movement will materialize for the erection of a new and adequate theater before the next theatrical season dawns upon us. State Treasurer Worth decides that an oil wagon or tank, which dispenses oil In retail quantities, going from house to house, is not liable to the peddlers' tax. L. L. Winder, of Elizabeth City, wrote the Attorney General asking for his opinion In such cases. The Attorney General turned the letter over to Treasurer Worth, and that official in formed Mr. Winder that he did not re gard oil wagons liable to the peddlers' tax.
