Let us stand about him, strengthening him In the calm assurance that this Sreat country desires only what Is right and can wait until the facts are known before It issues its proclama tion." (Grot spplsuse.) "OLD NECESSITY." From the Boston Transcript. President Grant appointed Philom P. Bliss, of Michigan, Chief Justice of the Territorial Supreme Court of South Da kota, who since then has held many re sponsible places, but who. up to that time, enjoyed no legal education. He was a cabinet maker by trade, and just before going to Dakota he manufac tured for himself a very nice office desk, which he took with him. Shortly- after his arrival some one discovered his private memoranda, and they were passed around among the members nf the bar. He had noted thus: " 'lilt means month; 'inst' means this month; 'prox' means next month." etc. On various occasions, when the attorneys would object to his rulings as not be ing law or good sense, he would reply: "Centlemen, this is the law as laid down by the Chief Justice of the Su preme Court of Dakota Territory, and it 'goes.'" He was nicknamed "Old Necessity," because necessity know s no law. A TALK IF T1IK CIVIL WAK In the t rouble, 1 -lays which suocee.led the inauguration of Lincoln.
