The many friends of "Uncle Rafe" Andrews were glad to see him on our streets this morning after two months confinement at home. The young la'dies of the Tabernacle church are as busy as bees getting ready for their friends at the Pink Tea Party tonight. Let's go. : "The State Library is in the hands of the right man now. Mr Bilyew. who runs an extensive vineyard southwest of the city, says that the reported damage to the grape crop by the recent cold snaps, ia much overestimated. He says the injury is quite slight. This is good news. Mr J B Matheny, of Richmond. Va, who is to take charge o! the Raleigh Business College will reach here this evening on the Keyeville train. He was at one time Dr Dabney's secreta ry in the University of Tennessee. He ranks among the foiemostof his profession. We hope that as many companies of the State Guard as possible will attend the ceremonies of unveiling the statue of, Gen R E Lee, at Rich mond, Va, next month. The interest of Mr N B Broughton in the Raleigh Business College has been sold to Mr J E Matheny, of Richmond, Va, who, as president, will conduet the institution. Mr Matheny is well suited for the posi tion he has assumed, having conduc ted for some time, a school of steno graphy and type writing in Rich mond. Louisburg Female College. The annual sermon at the com mencement of this most excellent in stitution wiil be preached by Rev D H Tuttle, of Winston. The literary address will be delivered, Wednesday, Juu- Uth, by Hon J M Brown, of Al- !Fii! He, Stanly county. The art levee will be on Tuesday 10th. The occasion will doubtless be a very pleasant one. Committee Called Together. Rev Dr C E Taylor.Rev R H Marsh. D I); W C Petty, Esq;W G Upchurch, Esq; and N B Broughton, constitu ting the committee to determine the site for the Baptist Female College, will meet m this city on Wednesday next, April 9th at 9 a m, and settle the question as to where the build ings are to be erected. Capital Hose Company Fair. The commodious store room oc.cn. pied by Mr J L Stone, will be used for the fair and festival of the Capital Hose Co. There will be a musical entertainment at Metropolitan Hall on Tuesday night 8th inst. An ad mission fee of 25 cents will be charged, and at the close each person in atten dance will be presented with a free ticket to the fair and festival. State Guard Encampment. It seems to be definitely settled that the next encampment of the State Guard will be held at Wrights ville commencing July 29th and last ten days. There will he some addi tional features, among them rifle practice, to which no attention has heretofore been paid. , The practice will be under charge of Col Stanhope E Blount, Chief Inspector of rifle practice in the United States Army. During the encampment the Young Men's Christian Association will have a tent, and reljgious exercises will be held each day. : f r Arthur Rothschild,' son of the f mous banker, has sold his splendid collection of postage stamps for the -um of $60,000. Prompt Payment. We have been shown by Mr Theo N Ramsey, agent for the Virginia Classified Life Insurance Company, of Virginia, the following receipt: Cart, Wake County, N C. April 2d, 1890. Received this, 2d day of April, 1890, payment of policy in the Virginia Classified Life Insurance Coinf iny.of Norfolk, Va, on the life cf my hus baud, Rev Eiward Howland, who died on the 13th day of March last. I take this method of acknowledging the settlement of this claim so promptly, and cheerfully commend this Insurance Company to the con fidence of the people of the State. Addik K Howland. The Fertilizers Tax. The case in which a Fertilizer Com pany brought suit against the State of North Carolina, was heard before Judge MacRae, at chambers a few days since. The main point made by the company was that the tax was unconstitutional, and therefore could not be collected. The Commissioner of Agriculture put in' the following answer: "Ifthi tax was unconstitutional, why should the company want to compel the Commissioner to accept that tax when offered under protest, or otherwise." The counsel for the company was allowed to amend their complaint, and, the Commissioner was given ten days in which to.make answer. Southern Educational Associa- tion. , , There is active preparation being made for the meeting of this associa tion to take place at Morehead City, from July 1st to 5th, The movement is being entered into by a great num ber of prominent educators from every portion of the South and the gathering will no doubt be one of the most interesting of the kind that has ever taken place in our State. There will be many practical topics for dis cussion of the greatest importance to the cause of education.. The .time fixed for the meeting has befen so ar ranged as not to conflict with the meeting of the National Association at St Paul. All who attend can be furnished with board, etc, at the At lantic Hotel for only $1 25 per day. Personal Mention. Miss Sadie Tucker, who has been on a visit to Baltimore, returned yes terday. Miss Mattie Fuller has returned from a visit to Goldsboro. , Earnest .Waldo, Esq, the popular young druggist, of Cary, is in the city today. Mrs James D Royster is quite sick at her residence on West Morgan street. Mrs Jno Parham, of Savannah, Ga, arrived in the city this morning. M F King, wife and children of Fort Payne, Ala, are in the city vis iting friends. He' speaks in very high terms of Fort Payne. Mrs Bolyn.son and niece accompanied Mr King's family. They have been spending some months in Fort Payne. Mr J W King, from Savage, S C, is in the city stopping with his sister, Mrs R H Bradley. He is in attend ance at the bedside of his sister, Mrs G M Spence, who is reported better today. s Mrs Kate E Conibef (nee Howard), who has been here on a two months' visit to her mother and sisters, left yesterday for her home in Rock Hill, SO. Macon Telegraph. Mr D R Parkman tells of a curious phenomenon in Chattahoochee coun ty a place where rain falls perpetu ally. The spot is located on a little knoll in a thin wood on the Shipp nlace. two miles from Thad. Mr Parkman says the discovery was first made last Thursday, and that rain has been falling steadily on the knoll since that time. The downfall covers a space of fifty lee t square. The space is perfectly wet, and the leaves on the ground are full of water. Mr Parkman says he visited the place with Mr G A McBryde at noon Tues day. There was not a cloud to be seeD in the sky, and the leaves every where, except on the square, were as dry as tinder. "I stood with the space between me and the sun," said MrJParkman, "and saw the raindrops coming steadily down from the skv. I held out my handkerchief and it was soon saturated with water." Mr Parkham says that everybody who hears about the phenomenon is skep tical, but that the many who have visited the place in the last few davs have gone away convinced. No one ha offered an explanation of the mysterious rainfall. , Mr Parkham : suggests that some powerful unknown ' substance attracts the moisture from the atmosphere. . i . Hardware, &c.
