A Otirivniien of Planters and Merchant! was lield at Macont, in Georgia, on the 22d ult. in pursuance of a Resolution i adopted at J -a meeting of Bonthery PlanCers and Merch ants, held in Nev York on the 5th of July last, whieli authorized Geti. James Hamil ton to. make . preliminar arrangements for receiving and disposing of consign mettls of Cotton fromjie, South, urace onlance'witU uch weasnres as might be adopted at this Convention, ' The Convention haring called tlie'Hon Thomas B Kisg to the Chair, proceeded to busiuessr when the proceedings of the ,Nw York meeting being read, Gen. Ham- ilton. reported, that be bad, under, tlie au- tliority of that meetings made arrangements with five resnectable Houses In Liverpool, and seven at Havre, in whom, he stated, the greatest confitlence rnight be placed, Id car- ry into effect those measure's which will now come under the deliberation of the Convention. A CoolnHttee of twenty-one was then ap pointed by the Chair to report to Uie Con-r vestion the subjects for consideration. On the-24th this Committee reported at some length". We will mention the materi al points i of the Report. The. Convention had been called to consider, "Whether there be any inherent defect in the mode of ship ping our great staple under the present sys tem of advances made by the Agency of foreign Jouse, through:whoro it bastiith erto been principally exported.. And wheth er, if the injurious tendency of the system be demonstrable,, there, exists within our selves any remedy V' . - i It is welt known, that wiibihe-exception of tlie very inconsiderable portion " of .the, crtp p.nrclased, nnder direct orders for the spinners and for foreign account, the great bulk of our Cotton is shipped either by die Planter or Merchant, under advances made by the Agents of foreign Hon ses; The mode is as follows: Usually the Banks in the Southern States advance the money, that moves forward the crop, on letters of credit as security. The bills, founded on these securities are generally at sixty day sight" which are forwarded immediate ly ;: and the Cotton being more: tardy in us movement, tney irequenttyjCQune to ma- tunty before Us anival, and -the Cotton is either forced on the market, or the acteptor of the bill, has to pledged the Cotton to Bro kers or Bankers to raise themoney to meet the acceptance. This can le done when money is plenty; te adil v, but when other wise the Cotton has to be sold, be the state of the market ever so unfavorable. When ever the.Bank of England refuses to dis count the Cotton receiver's bill on his bro ker, endorsed by his banker, be can et no relief but by selling the Cotton. It may be urjea inai jour-nuns oi trie produce ot toe Globe iscirculated by bills of exchange; but tt is also known; that protested bills, drawn on shipments of Cotton, are sent back by thousands by every packet whenever .the. market is depressed. If the price be high enough to .cqVet tJteiiL .they arrecepted; M not, they are returned.- So that our great ;staple is without protections and' it may tn the hands, and at the;' itiercV flpersons hiiseinteresr buy ers ot the aftiqie, rather than wipitbeship- per.
