Starting June 1, dealers must apply for and obtain a separate license to operate a supplemental sales lot, bringing to an end the reign of current regulations that permit dealers to operate special sales if they notify the Commis sioner of Motor Vehicles at least 24 hours before the event. "Originally, the regulation was intended to allow franchise dealers to sell new vehicles that 1 were put on display at malls or shopping centers during the time ' of year when models changed," Hiatt explained. "It was really ' designed to be a promotion, but one that was not so restrictive as to prevent a sale." Hiatt said the creative use of the current regulation caused problems that "became so severe that the Division of Motor Vehi cles had to seek an opinion on how to resolve them."
