Whether the bill Mr. Bowie intends to i mtrodiire will be the one drafted by a joint committee of the two good roads associations, the North Caroli na (iood Roads Association and the Citizens Highway Association, is not known but it is understood that the bill drawn by the good roads advo cates wjl be used as a basis for the proposed Iiowie bill. The question of raising revenue foe carrying out the road program and the matter of maintenance will bj the main questions over which the legislators wiTPltisagree. Governor Morrison favors the issuance of a bond issue for financing the program, a-, do some members of the General As-embly He does not incline to the idea of levying a heavy advalorem tax for State purposes and is sup ported in this by Speaker Grier and Representative Rufe i)oughton anl others. ' As to the matter of maintenance Governor Morrison favors a system of county upkeep rather than by the S ate. Speaking of maintenance the governor said today that it was h l-i opinion that the universal scntimem over the State favored the county idea. The maintenance, he said, could be carried on by the counties which already have their machinery for keeping the "mud roads" In re pair and if the State built hard sur faced highways through the counties tl.ey could be maintained at far less cost, and much better than by the State. Speaker Gricr is of the opinion that the majority of the purely local bills, affecting only the Counties have been introduced. If this is true consideration of the bigger problem. will soon be under way. Th-' bill introduced last week by Representative McSwain of Cleveland P'-oviding for the limitation of the terms of office held by State officials has been killed, the committee refus ing to make a favorable report. The McSwain bill would have lim ited the term of office for all State officials, with the exception of gov ernor, to two terms of four years each. This was inspired, it is said, in answer to the charge so often made that it was well nigh impossi ble to "pry some of the present office holders loose" in spite of the fact that they have held their offices for about twenty years. Urges State Police. The recommendation from Federal supervisor S. S. Brame, of the pro hibition forces, that a State constabu lary be established to enforce the Volstead act in North Carolina is recognized as the first gun to be fired bv Anti-saloon leaders who desirj some legislation to curb the mar.ufuc t'l'e of illicit liquor in this State. Governor M. rrison oeiieves in law enforcement to the letter but he h r.ot expected to ask the legislature to establish a State constabulary.
