Notes Photographer Needed The Daily Tar Heel needs a weekend photographer to start working the first weekend after spring break. Any interested photographer should bring a portfolio by the DTH office Monday following spring break. Darkroom experience is necessary. YM-YWCA questionnaire deadline The deadline for returning YM-YWCA questionnaires on the state of undergraduate education at UNC is today, but the questionnaires will be accepted after spring break, according to John Totten, chairperson of the committee in charge of the survey. ' Questionnaires were sent to 1,200 students and 300 faculty members. Totten said the survey's purpose is to determine what students are dissatisfied with at UNC. After survey results are compiled, task forces may be formed to study these specific areas. Voter registration underway The Chapel Hill Board of Elections is conducting voter registration daily at three separate locations. Registration previously had been limited to Tuesdays and Thursdays, but the Chapel Hill BoaTd of Aldermen requested that the registration schedule be expanded for public convenience. Voters can register at the Chapel Hill Municipal Building between 8:30 a.m. and 5 p.m. Monday through Friday. Voters can also register at the Chapel Hill Public Library from 9 a.m. to 9 p.m. Monday through Thursday, from 9 a.m. to 5 p.m. on Friday and Saturday and from 2 to 5 p.m. Sunday. In addition, Carrboro voters can register at the Carrboro Town Hall from 8:30 a.m. to 5 p.m. Monday through Friday. Teaching awards nominations Friday is the last day students can make nominations for teaching awards. Alan Stern, chairperson of the awards committee, urged students to voice opinions about the University teaching staff and vote for the teaching awards. "This is one of the few times that students can do something to enforce teaching," Stern said. He expressed concern that few students had submitted nominations thus far. Ballots for the awards are available at the Y Court, the Undergraduate Library, and at dorms. Hilliard ends police duties Chapel Hill Police Chief Sidney Milliard's resignation was accepted by the Chapel Hill Board of Aldermen Monday night. Hilliard, chief of the Chapel Hill force for approximately two years, said Wednesday he resigned for "personal and professional concerns" and refused to elaborate. Hilliard said his resignation would become effective April 15. He plans to retire to his home in Florida. Town Manager Kurt Jenne will be responsible for finding a replacement for Hilliard. Hilliard, said he had not made any recommendations for the post., Jenne said Tuesday he did not know whether Hilliard's successor would come from inside or outside the police force. But as torture became more common as an administrative political tool in many countries, a group called Amnesty International was organized in the 1960s to oppose the torture and arrest of people on the basis of their political or religious beliefs. Today, Amnesty International has members in more than 60 countries, and a chapter is being organized in Chapel Hill. Andrew Blane, a history professor at City University of New York and the only American member of Amnesty International's nine-member International Nigerian officials visit UNC By JACI HUGHES Staff Writer Three education officials - of the Nigerian government visited the UNC campus Tuesday as part of a tour of universities and "technical institutions in North Carolina. The purpose of the visit was to explore opportunities for vocational training of Nigerians in North Carolina in such areas as agriculture and industrial skills. "In Nigeria, the demand of industry for skilled workers has far exceeded our training ability," Nigerian director of Higher Education J.S. Attah said. "We're trying to find avenues to bridge the gap." UNC proposes to train approximately 200 Nigerians in the areas of vocational and technical skills, health and agriculture, according to David Lilly, dean of the education school. The effort resulted in a U.N. resolution in 1975 calling torture a crime against human nature." Blane said the group's major goal is to make the public aware of the problems which exist, so Amnesty International can buid up well-recognized credibility. In lOor 15 years, if we build up the organization, maybe we will have a reputation like the Red Cross," Blane said. The group's efforts have had some results. Amnesty International played an important role in getting the U.S. Congress to pass legislation allowing Congress to cut off U.S. aid to nations in which torture was known to be used. .Nigeria is in the process of revamping its educational system and making primary education compulsory. Under the proposed system, children would attend six years of primary school and five years of secondary school. Three years of technical school or two additional years in secondary school followed by three years at a university would be optional, Attah said. There are 13 universities in Nigeria with a total enrollment of about 25.000, Attah said. The population of Nigeria is 80 million. Approximately one-fourth of the students are women, Attah said. "It's not that the universities won't admit women but because so many dropoff and get married after high school." she said. Last Friday, the Carter administration made further cuts in U.S. aid to Uraguay and also cut back aid to Argentina and Ethiopia. Blane was encouraged, but he said he wonders if the United States might let security and defense considerations out weigh human rights in some other countries where political prisoners are known to be held, such as South Korea, the Philippines and Iran countries which Secretary of State Cyrus Vance said last week have overriding security concerns for the United States. Blane and Joshua Rubenstein, a field coordinator for Amnestv International, were helping organize an Amnesty International "adoption group" in Chapel Hill. The local group, which is headed by Raquel Goldberg, will join more than 90 such groups which already exist in the United States. The adoption group, Rubenstein said, "adopts" specific political prisoners and works to get better treatment or release for the prisoners. The group will write letters to the governments involved and will participate in other Amnesty International projects. Amnesty International periodically focuses on specific nations.
