Friday has been before the state legislature's joint appro priations committee for the past two weeks soliciting for funds for the University system. The UNC system, the second largest depart ment in state government, would receive about $606.3 million of the General Fund operating money in 1983-1984 if North Carolina legisla tors approve Gov. Jim Hunt's 1983-1985 bud get, The proposal was presented to legislators last week. UNC-CH officials have recommended $153 million to go to the school for 1983-1984 as compared to last term's $150 million. The main reason for the slight increase is to offset the ris ing costs of inflation, according to Farris Womack, UNC-CH vice chancellor for business and finance. School officials recently concluded an eight day presentation of the budget to the Joint House and Senate Appropriations Committee, Friday said. "I- found them (the sessions) very helpful and, I think, instructive to the people who were there," he said. The proposal sessions resume in another two or three weeks. The continuation budget is that money "required to keep in place what you have right then,", he said. "At the present time it does not appear that tax collections win be sufficient to fund the ap propriations for all the programs, in the pro posed budget," Womack added. The two-year budget proposal for the 16-campus University system calls for a 1.3 per cent increase each of the two years. The increase is mainly to offset inflationary costs and to allow additional funding for library books, Fri day said. The proposal does not include expan sion funds, he said. General Fund money is comprised of money from sales and income tax revenues and is used to support all N.C. state agencies except the highway system, which has a separate budget, said Bruce Harrington, state budget adminis trator for education in Raleigh. The UNC system draws the majority of its funds from the state (General Fund), the federal government (research grants) and tuition and fees, Harrington said. Joe Hackney, D-Orange, said it was difficult to determine how much of the propos ed budget the UNC system would receive. The committee "has always looked favorably on funding the University as much as those appropriations are available, but it's just too early to tell," he said. The proposed increase does not allow much for inflation, Harrington said. "There's very lit tle flexibility in there," he said. "They (UNC system) will more than likely get what's been recommended in the continuation budget." The General Assembly could cut or increase the budget, Harrington said. Presently, though, the General Assembly is searching state government for areas in which funding can be cut, he said.' Friday said he was unsure if the UNC system's budget would be cut. One major change in the budget for UNC CH is for utilities, Womack said. "Utility costs are rising at substantial rates," he said. In creases were also requested for food, drugs, medical supplies, library books, service and maintenance contracts and telephone service. Jim Hunt's drunken driving package will go before a state Senate subcommittee Thursday, sources said Wednesday. Sources said the compromise pro posals emerged from intense negotia tions between Hunt administration offi cials, lawmakers and lobbyists on both sides of the issue that has emerged as the legislation's biggest stumbling block. The subcommittee will consider three versions of the dram shop statute, in cluding the present one that would make alcoholic beverage dealers subject to civil suits if they sell to the underaged or to people already drunk who later cause traffic accidents. That proposal has come under sharp attack from lobbyists from businesses, who say it puts an ex cessive burden on them. .. - The amendments include: Imposing civil liability on those who sell to people already intoxicated when they do their drinking at the establishment, and on those who sell to the underaged regardless of where they drink. Removing all reference to cus tomers already drunk and imposing civil liability only on those who sell to minors, whether they drink on or off premises.
