The $76 million rate increase includes $47 million a year for the next decade to recover the costs of the canceled Cherokee nuclear plant in South Carolina. That project cost Duke Power $863 million. As a result, North Carolina customers can expect a 5.2 percent increase in retail bills, Assistant Attorney General Karen Long said. Duke has 10 years to recover costs, but the attorney general's office wants that extended to 15 years, Long said. It was the sixth straight year an American won at least a share in the prestigious Nobel Memorial Prize in Economic Science. The 62-year-old French-born professor's studies once were rejected as too theoretical to have any practical ap plication. However, they laid the ground work for a generation of economic resear chers and now are cited in every modern economics textbook. "In the beginning, we did not recognize the importance of Dr. Debreu' s work," said Professor Assar Lindback, who chaired the Royal Swedish Academy of Sciences committee, which picked Debreu for the award. American genetic researcher Barbara McClintock won the science prize, and British author William Golding won the literature prize. President Reagan, still refusing to say whether he will run for re-election, became a presidential candidate Monday "in the eyes of the law," and his campaign chairman said he was "a solid favorite" to win. The president signed two letters at his desk in the Oval Office. One authorized Sen. Paul Laxalt, R-Nev to establish a campaign committee. A second informed the Federal Election Commission that he was "hereby authorizing this committee as my prin cipal campaign committee. . . ." While Reagan refused to say whether he will seek a second term, his senior aides and advisers have said they have no doubts. Jesse Helms, R-N.C, opposing public disclosure of 20-year-old sealed FBI files about the late Dr. Martin Luther King Jr. Helms says the raw wiretap files should be opened before the Senate votes Wednesday on whether to make the civil rights leader's birthday a federal holiday. A test vote on the proposal, which has been approved in the House, is scheduled at almost the same hour to day that U.S. District Judge John Lewis Smith Jr. will air Helms' motion to release the FBI transcripts. Whatever the outcome of the court case, the Senate is expected to over whelmingly approve the holiday, to be scheduled the third Monday in January to celebrate King's birthday Jan. 15 birthday, starting in 1986. NEW ORLEANS The Louisiana Supreme Court ruled Monday that the state Legislature had the right to order creationism taught alongside the theory of evolution in public schools. The ruling, by a vote of 4-3, did not consider the merits of scientific or religious questions about creationism - questions which both sides now ex pect to argue in federal court. Instead, the court focused entirely on whether the Legislature could pass a law saying what can be taught in public schools. The 1981 Louisiana law calls for "equal treatment" for the opposing theories of the origins of life. Under the law, if evolution is taught, creationism must be taught, too. State officials had suspended the law, pending the outcome of the court tests.
