NEED OF A CLEAN TOWN. It has been frequent comment in the papers that one of the serious prop osition's in Ne-'V Orleans v?;eu jellow lever broke out there a few weeks ago, waa the uncleanly and almost filthy condition of the city. Along with other efToris put forth to check find stop the scourge of lever, was the inauguration of a movement to cleanse the city. The entire citizen ship of the city devoted a day to one united effort iu cleaning streets, alleys, Jots and the like ; and doubtless the cleaning, up of the city will be a great aid in the cheeking of the iever. "While yellow sever does not threaten our towns and cities generp.lly, cleanli ness is highly important, and the au thorities iu eary town ought to sea to it that such matters are looked aUer vitJi great care. AN AMUSING CHARACTER. l-ol. Fred Olds, of Raleigh, in his correspondence to the State press just after the great celebration at ' killing ton two weeks ago, wrote as follows about a cit.en of Harnett county : "Raleigh people who went to Lilling to tha number of ."i0 to participate in the celebration there are yery much pleased with tho whole affair. They sow one yry amusing character in tbe auditorium, this being a'man, jsoasc wbei a about CO years of age, who ap peared to have come out of a swamp. He never took off his utterly shape less hat, which was of white wool, bis clothing being of blue leans and his hair hanging like a mat over most of hts 'ace and v-ell down on life back. It is found that he made a vow eight years ago that he would never cat his hair until Wiiiiam Jenciags Bryan was elected President! Some of the wag? said they expected it to grow to his ieet, if he lived icng enough. He pre sented a curious picture as ho stood h tbe midst of the crowd of we!l dresssed country people, unwashed, as uukepi as any scaie-crow, hands in lockeis, bis wild face topped by the struiige bat. It appears that the head of the eburch men are head of .the liquor trattic m opening a liquor shop here at this place, called a dispensary. I met one of the deacons of Hirris Chapel white Baptist church with his zinc tub and tunnel-! going down to Lave this poison mixture bottled. He appears to be the most active chief in this game. A revival is goiifg on at his church this week but he has been tightly engaged in going to Hall fax and attending to open this whis key shop. Where is the light ot such Christians, or haven't they any lijihfatall ? N. L. Keen. FARMERS' MEETING. Mr. V. C. Whitaker, president of the Halifax county branch of the Southern Cotton Association, urges that the farmers of the county attend the meeting at Halifax, Monday, Au gust 21. Matters of importance will come be fore the meeting and every township in the county should be represented by delegates. Harrison, county superin tendent of public instruction for Hali fax county, contributed to l;st Sunday's educatioftal edition of th News and Observer the following interesting ar ticle concerning the schools of Halifax county : "In-reviewing the educational con ditions of Halifax county it is neces sary to take into consideration the fact that it is a large county, almost entirely rural. -We have six towns, namely, We! don, Enfield, Scotland Neck, Littleton, Halifax and the new manufacturing town of Roanoke Rapids. By reference to the census yon will note that they are all comparatively small towns, and all combined would not number ns many people as you have in Raleigh. Another thing that is worthy of note is, that we have only iSlG wbiie chil dren, white we have 7,479 colored children to educate, or about two ne groes to one white child. The negroes do not pay one dollar to the white man's fifteen, for the purpose of educa tion. So you gee we have a right heavv hurden to carry as wo march along in this progressive educations! age. And yet we have averaged more than a five months term in the county during the last fiscal year and this without one dollar from the second ?100,009 set aside by the legislature to aid needy districts. In fact Halifax county has not received one single dol lar of this money at any time since the legislature made such a provision. Not because we have no needy districts, we have many districts that .nave needed aid, but tbe conditions to be complied with and tbe red tape neces sary to secure any of this money put it out of our reach, for the districts that needed it most even too small, having less than 6 children to claim it. And right here I want to say that in my opinion the legislature ought to do sway with that apportionment or else give each county its pro rata share on some equitable basis for I do not thick it has seryed its purpose for which it was intended. I think our very efficient and much beloved State Superintendent and his assistants have done all in their power to distribute this fund where it was most needed but I am sure they have bad a bard4 problem to solve. We have twelve rural libraries in the countv and I have the money subscribed for two mo;e and I believe that this is the best money spent in the county, because it helps to educate the old people as well as tbe children, and we must get the parents aroused and interested if we expect to get a regular attendance of the children. We have two woll established graded schools in the county, one at Enfield and one at Scotland Neet, and an elnction has been held and carried almost unanimously for one at Weldon and it wiH be in operation for the fall session. The two schools above men tioned are doing fine work and the at tendance is splendid, showing that when people are really interested the children get the benefit. "We have a supplemented school at Littleton that I hope at no distant time to change to an up-to-date graded school and I certainly hope the pro gressive people at Roanoke Rapids will rally to the support of a good graded school there in the very near fuinre, for it ia certainly ne?ded, and they must keep up with the procession. We have Home good rural schools in tbe county, among the most progres sive of these ia the sciool at Aurelian Springs, where the teachers have done excellent work, and where the attend ance has been good and where I hope to establish a local tax or graded school at no distant time, provided the people will not allow ihemselyes to be broken up with local discussions. We also have good prospects at Hobgood and at Heathayille, also at Brirrkleyvilie and Ringwood, but the people in these places are not as much interested as they ought to be. Halifax (town), too, needs awakening in the cause of edu cation. However, we are not dis couraged, neither are we asleep, our people move siowly, but they do not take a step backward, our schools are better than they were and our teachers are better prepared to teach. Our Board of Education is progressive, and in the great battle against ignor ance, now in progress, old Halifax county wm give "a good account of herself."
