It is a mighty people given over to cold, starvation, cruel military do mination. In Eastern Russia there is scar cely food or clothing to be had at any price. Siberia is better off for fo'od but its transportation is impossible as the trans-Siberian pp-ailroad has been worn and neg lected to such an extent that it is well nigh useless. At the time of the Russian revo lution the country was not ripe for democracy. A true democracy im plies the ability for self-govern ment and that the illiterate hor des of Russia had had no 'oppor tunity ui gain. There was no available halting-place between an tocraey and red anarchy. The Allies will not be doing their duty unless they take some measures for helping Russia to food and fuel to an opportunity for general education and to a settled government. This will probably re ceive favorable action by the sen ate. The purpose of this is not to raise revenue iut to prevent the employment of child labor by making it unprofitable. The war has brought home to us the fact that the man power of our country is her greatest wealth. It is not only the most valuable but the dearest posses ion ok' all. We cannot have strong man hood and womanhood unless child hood is protected is given oppor tunity for strengthening play and for education. It is only thus that development of mind and body together can proceed to the full est extent. Any money gain produced by placing a child at monotonous la bor which dulls his powers instead or developing them is in the long run not a gain but an economic bss. A hundred and forty years ago came a period when much atten tion was given to formulating and securing the Rights of Aran. It is the duty of our day and and generation to secure and protect the rights of the child. The country has had three Wil son less weeks and is beginning to look forward to the president's re turn. But we trust that the com bination of much feting in Paris and a wintry voyage won't leave him a weaklv Wilson.
