Mr. Theodore Ramsey has just re turned to Raleigh from a two months' temperance tour, which was eminently successful. . While intoxicated in Frups' saloon, Raleigh, last Monday a young man named Joel McCraryy shot Mr. Phil McGowan while attempting to shoot a Mr. Welsh.' Battle, President of the University, a conference of representatives of the Nor h Carolina Patrons of Husbandry, of the State Agriculturel Society, and of the other agricultural societies of the State, together with a committee of the Faculty of the University, will be held in the Geological Museum m Raleigh on tae 2d January, 1877, for the purpose of considering the question of an Agricultural Experiment aud Fertilizer's central station. 'Hon. Anderson Mitchell, ex-Judge of the Superior Court, died at States ville on Sunday last. He was born in Caswell county in 1800, was educated in Granville county, studied law under Judge Henderson, became a member of the. State Senate in 1840, and two years later a member of Congress, serving one term. In 1868 he was elected Judge by the votes of both parties. Failing health compelled him to resign this position in 1875 He was an up right, honorable gentleman, of clever talents. , Postal Hours. " THE SOUTHERN ESLACS. A 11CBAU) SENSATION. What a Cincinnati Letter ReTel llayes Reliance Thirty Southern Democrats to Pick Radical Chest nuts out of the Fire. From tU X. F, AraW. Cixcixnati, Dec. 21. There have been in Washington careful negotia tions with different Southern men to bring them over to the support of Gov. Ilayes. Some of these have failed ; Mr. Lamar, for instance, is counted out ; Mr. Ben Hill, though a promising subject for a while, uj no longer de pended on. Several, Tennessee, North Carolina, Missouri and Mississippi Congressmen, prominent among them Mr. Casey Young and Senator Alcorn, are now believed to be willing to lead a break from the Democratic ranks, and the design is to push the work of making converts until at least twenty five, and if possible thirty, Southern Democratic incmlers shall ajrree and bind themselves to commit their for tunes to Gov. Ilayes. Members with Whig antecedents are sought out as being most likely to tympathize with the movement, and I judge that every member of either house of such ante cedents has before this been sounded, and a considerable number are at least thinking over the propositions made to them. THE CONSIDERATION. These propositions include for prom inent men the offer of office under the Governor's administration; for all. the energetic support of the Federal ad ministration under President Hayes, with the understanding that those who now give their aid to the Governor shall take the places of the carpet-baggers in the Federal offices in the South, and that the carpet-bag governments shall have no favor shown them. It is understood that Governor Hayes will make a clean sweep of the leading men under the present administration as soon as possible after he becomes Pres ident. KEEPING DARK. Hut the Governor has been advised to make no public declaration on the subject at this time; nor until after he . has been declared elected, because it is -thought imprudent for hiuinow to chal lenge m this way the hostility of influ ential persons in the present adminis tration. While, therefore, I have cer tain assurance that Governor is in entire harmony with his zealous friends, and has given them full authority to act and promise for him, he has not in any public way committed himself, and will not. T1IF. PROGRAMME. The object of securing twenty-five or thirty Southern members of the House of Representatives is this: It is plan ned by the Governor's lriends to insist on ttie Tice Fresident counting the electoral vote. It is believed that the deliberations of the joint committe can be so managed that it shall come to i no agreement : but that it shall make no report until the day set for counting of the vote. It is then expected that the Democrats in the House will either refu.se to go to the Senate for a joint meeting or that, haviugmet there, they will resist the offer of the Tico Presi dent to count and declare the vote and return to their own chamber. In t at case, either the Republicans will reu se to go with them, or, going, they will move in the House that the Vice Fre- sident shall count aud declare the vote. In cither case the Southern. Ilayes Democrats arc to act and vote with the Republicans, and by doing so give them a majority. THIRTY ENOUG1I. Supposing a full House, it would re-1 uuiru u I'uiiugu oi iniriy-uve vuie: 10 overcome the Democratic majority of seventy; but the House of Representa tives is rarely full, and it is taken for granted that some Democrats will be absent on this occation, so that thirty votes may answer. It is also believed that so many men changing at such a time will demoralize others anl lead them either to absent themselves or to follow what will appear to bctae win ning side. SECURING A REGULAR COUNT, Supposing the plan sucooful o far, oi course the itepuDUcans wm nuve a i majority in both houses, and this majori ty will, by a regular vote of both house., srivo the counting of the vote to th Vice- Preoident. He w 11 thereupon so on to open, count and declare the votes, determining which are the proper re turns: and. while the recent develop ments in Florida seem to augur trouble in the vote of that State, the Vice President will hold that he cannot go behind the regular returns, and will fling himself upon the two houses . while these, both-having under the sup posed case a Republican majority, will refuse also' to go behind those returns which the Vice President will have read. In this way, if the Southern votes can be got and held. Governor Hayes will be declared President with out informality or irregularity of any kind, and the Democrats will have no peg to hang resistance on. A regular and lawful majority in each house will carry and justify every step of the pro ceedings. The Floroda Situation. Special to On .V. 1". Herald. WAsmxGTOK.Dec. 26.
