Suggests Positive Approach .N ' iTw To Teen-age Driver Problem A program to lift the stigma of recklessness from teen-age drivers 1? being advanced by the Institute for Safer Living after surveying thousands of local chiefs of police, newspaper ed itors and parents. "The problem of the youth ful driver will be with us as long as there are cars to drive," says Arthur Johnson, a member of the Institute and vice-presi dent for safety engineering of the American Mutual Liability Insurance Company, "but in creased help from parents and safety authorities can quickly produce a whole new generation of teen-age dri/ers whose saf ety performance on the high way will be satisfactory." Mr. 'Johnson decries as "neg ative and unsound" such pen alty approaches to the tenn age driving problem as special Identification of their cars and restriction of driving privileges to daylight hours. "The real answer," he be lieves, "is a positive and step ped-up program of tested driv er education and driver control measures geared to help the youthful driver meet the ever increasing complexity of motor vehicle travel." As a result of its survey, the institute offers a five-point pol icy: 1. Establish, under the super vision of the state motor ve hicle administrator, a compul sory system of driver education Which must be successfully completed before licenses are granted. 2. postpone the licensing age for drivers to 18 years, with possibly a probationary license Issued at 16 years to permit taking and completion of form al training. 3. Require a minimum num ber of driving hours or miles under qualified supervision be fore being eligible for a license. 4. Make mandatary specially designed examinations for youthful drivers applying for their licenses, including a road test and a psycho-physical test. 5. Make mandatory a post license examination for all found to be negligent In an ac cident. "The parents themselves must realize their responsibility when they allow their teen-agers to drive, and must begin at home In meeting recklessness with disciplinary action," concluded Mr. Johnson. He was speaking for the Institute, a body of safety engineers, law enforce ment officials and civic agencies in New England.
