THURSDAY, FEBRUARY 6, 1964 THE PILOT—Southern Pines, North Carolina Grand Jury Report Praises Samareand Manor, Prison Camp, Bus Maintenance The Grand Jury, inspecting and reporting to Judge Frank M. Armstrong during last week’s term of Superior Court at Car thage, had few criticisms to make and some praise to hand. out. Singled out for special com mendation were Samareand Man or, its superintendent (Miss Reva Mitchell) and staff; the Carthage prison camp and superintendent. Captain Chandler; and the trans portation department of the Moore County schools. Concerning the inspection pro cedures for school buses and the equipment and storage facilities of the county garage, the Grand Jury through its foreman, Paul C. Butler of Southern Pines, noted that “Moore county stands among the top in safety record and preventive maintenance.” The text of the report follows: “We the Grand Jury selected lor this term of Criminal Court, respectfully submit the following report. “After examination of witness es and in consideration of their sworn testimony, we examined Eleven (11) Bills of Indictment and returned Eleven (11) True Bills. “We find that the pay raise (for iurors) recommended by the No vember 11, 1963, Grand Jury will require an act of State Legisla ture and we understand that is being attended to. “We examined and inspected the following County Buildings and Facilities; Finds are listed be low: MOORE COUNTY JAIL: We found a few leaks in the roof, one over door leading from kitch en to cell block and one in South West corner of cell block. Toilets in upper South cell block have been repaired but one still giving trouble. Inside painting in a bad state of repair. “Clothing stored in closet in cell block in such a manner as to cre ate a fire hazard. The lower cell block is in need of cleaning and painting. The windows need shade cords, weather stripping I and a pane or two is broken. i “REYNOLDS REST HOME: The County dies not operate the Rest Home but owns the building and leases it for private operation. Since the Coimty owns the build ing and is responsible for the maintenance we recommend the following repairs be made. 'The loose boards on the front porch be replaced, and repainting about half of the interior. “SAMARCAND MANOR; After a thorough inspection of build ings, and talking with some of the students, we find that the stu dents are very happy and seemed to be getting a great deal out of their teaching and vocational training. Plant is adequate and in excellent condition. We would like to commend the Staff and Superintendent for the excellent job they are doing. “N. C. PRISON DEPT. Unit 066, located in Moore County: After a thorough inspection we find that Captain Chandler seems to be do ing an excellent job. The food seems to be adequate and well prepared. Sanitary conditions very good. Grounds well kept. Health facilities adequate. Living quarters in excellent condition. “MOORE COUNTY SCHOOLS Transportation Dept.: We find that Moore County has an excel lent Transportation Department. With 107 buses being maintained and operated, the buses are in spected monthly by the Highway Patrol Department and mechanic and driver present at time of in spection. Each bus is inspected daily by a member of the Trans portation Department. School Ac tivity buses fall under the same inspection routine. The physical facilities at the County Transpor tation Garage are excellent from the standpoint of equipment and storage. It is also very well main tained and kept. Moore County stands among the top in safety Irecord and preventive mainte nance. “MOORE COUNTY COURT HOUSE: We recommend the fol lowing repairs and replacements be made: Court Room: That radi ators be replaced so that heat can be controlled. Column behind Judge bench be repaired. Vene tian blinds be repaired. Bibles with torn backs be replaced. 2. Sheriff's OAfice: Cords in win dows be repaired. Heating Unit be repaired and put into opera tion. 3. Storage apace: Adequate ladders be provided and other janitorial sunpplies. 4. Towels and dispensary in public Rest Rooms need replacing. 5. County Agricul tural Office. Plaster and threshold strips need repair. “Justice of the Peace Records are in order. “We find that Administrators, Executors and Guardian Reports are in order.” DIRECTORS REELECTED Aberdeen S & L Shows Increase In All Activity The following directors were reelected at the anniial sharehold ers meeting of the Aberdeen Sav ings & Loan Association: E. M. Medlin, F. D. Shamburger, J. C. Robbins, J. Earl Parker, J. Talbot Johnsdn, J. M. Taylor, J. G. Far rell, Robert N. Page, HI, W. K. Carpenter, Sr., and Mrs. Evelyn H. Pleasants. The report of the secretary- treasurer showed an increase in all phases of the institution’s ac tivities during 1963: 184 new sav ers were placed on the Associa tion’s books for an increase of 20.15 per cent in savings; while mortgage loans increased 15.33 per cent. The secretary’s report noted that construction is underway on the new building located at the corner of U. S. Highway 1 and extension of Knight Street. Knicks, Celtics Win; Playoffs Start Tonight Kenny Little’s Knickerbockers defeated the Hawks coached by Johnny Bristow by a 54-52 score, last Thursday in City League bas ketball. High scorers for the Knicks were: Eddie McKenzie with 20 points, Gerald Huddles ton with 18 and Kenny Little who collected 15 points. Johnny Bris tow with 23, MacAushbum and Melva Hall with 9 each and Jim my Cheathem with 4 were the scorers for the Hawks. The Celtics, coached by C. A. McLaughlin, edged the Royals coached by Joel Stutts by a 55-54 score. Scorers for the Celtics were: George Little with 21 points, Jerry Daeke with 20 and J. T. Hennings and Jerry Allen with 7 each. Scoring for the Roy als were: Joel Stutts 22 points, Jimmy Thomas 21 points, Dewey Mims with 6 points and Joe Mar- ley scoring a total of 5 points. Double elimination piiay-trffs are scheduled to begin tonight at the local gym.
