STATE HEALTH OFFICER ISSUES STATEMENT ON CAUSE OF DELAY IN FORWARDING RIRTH RECORDS Dr. Reynolds Says Delays Caused by Applicant, Not Health Office -$ Raleigh—Dr. Carl V. Reynolds, State Health Officer, has issued a statement designed to clarify the necssary requirements for securing delayed birth certificates, and the procedure that must be followed in order to secure certified copies of birth records already on file at the State Board of Health. Dr. Reynolds statement follows: "In view of criticisms that have reached the State Board of Health from some applicants for delayed birth certificates who have experi enced delays which they termed un reasonable. I take this opportunity to say that, upon personal investi gation. I have found that the fault in practically ever ysuch case rested with the applicant and not in this Department. Delayed Birth Certificates "The term ‘delayed birth certifi cate' is applied to cases where the person was born before October 1. 1913. or those who, although they were born since that time, have fail ed to have their births recorded. ‘‘Under the provisions of the Vital Statistics Act as amended by the 1941 Legislature, applications for de layed birth certificates should be sent, in each instance, to the Regis ter of Deeds of the county in which the birth occurred, and not to the State Board of Health. Wh en such applications are sent to the wrong place, as thousands have be rn, this additional correspondence and con sequent delay, which results in un just criticism. •In order to secure a delayed birth certificate, you must send your ap plication, together with fifty cents, to the Register of Deeds of the coun ty in which you were born. He will then send you a notice advising you what information it is necessary for you to furnish, and when you have furnished this information, he will execute a certificate and record it Now, if you desire a certified copy for personal use and will send him the fee prescribed by him. the Reg ister of Deeds will provide you with said certified copy, or you can se cure it from the State Board of Health in Ralegh for fifty cents, which must be enclosed with your request. "There are two questions for you to settle definitely, if you want a delayed birth certificate. First, were you born prior to October 1, 1913? Secondly, if you were born since that time, was your birth properly record ed with the State Board of Health? If it was not, then you must follow i the procedure necssary to secure a delayed birth certificate, just as though you were born prior to the date mentioned. Things To Remember "Remember, if you desire a delay ed birth certificate, go through your Register of Deeds. If you desire a certified copy of a certificate already registered communicate directly with j the Bureau of Vital Statistics of the i State Board of Health in Raleigh. This will prevent delay oc casoioned by unnecessary correspon dence. "In order to meet the demands that are being made upon it at this time, the State Board of Health em ploys twenty-three full-time clerks to perform this service to the public. Birth Certificates Necessary "It is necessary that you provide yourself with a certified copy of your birth registration if you are to enlist with the armed forces, or retain or secure ecployment with firms filling defense orders. However, as a re assurance to you, it can be stated that you need not become alarmed if at first you find it difficult to pro cure the proper information neces sary for securing a birth certificate, or if the rush of applications should cause you a few days delay. “For your information and reas surance, the following is a quotation from a memorandum sent to Army and Navy contractors and sub-con tractors by the War Department: “ In the event that the State in which the employee or applicant for employment claims birth is one in which the procedure outlined in the attached manual has been adopted, the employer should require the em ployee or applicant to obtain a de layed certificate of birth from such State within a reasonable time after the request for data on citizenship has been made by the employer. Pending receipt of such certificate, it is recommended that the employer give temporary employment to such applicant and retain the services of such employee.’ "It is hoped that the information outlined in this statement be given careful consideration by every appli cant or prospective applicant for a birth certificate, and that each make proper determination as to the class in which he belongs. This done, mat ters will be greatly simplified; de lays will be eliminated, and each ap plicant will find himself relieved of much unnecessary anxiety. “It is suggested that those inter ested preserve this article for future reference. PLYMOUTH Gather Farm Data In State This Month As Tax Lists Taken -® State Officials Urge That Farmers Cooperate in Giving Information Raleigh—Information on livestock, acreage, farm machinery and poultry will be gathered from 280.000 farm ers this month by the State Depart ment of Agriculture for use in the 1942 Farm Census, "a publication that will be of inestimable value in planning food for defense programs.” Information for the census will be furnished by growers when they list their taxes. it is important that iarmers ium ish information for the census as early as possible in order that the census may be given to the publish ers as early as possible." W. T. Gar riss, census supervisor, said today. "The value of the census will be greater if it is placed in the hands of farmers and agricultural leaders as soon as possible.” Meanwhile, Governor Broughton and Commissioner of Agriculture W. Kerr Scott have made a Joint appeal to farmers for cooperation in facili tating the issuance of the census. Both viewed the publication as a worthwhile contribution to the de fense program with relation to agri cultural planning. The Farm Census has been publish ed by the State Deparement of Agri culture for the past 25 years.
