Sec. 7. As soon as said County Supervisor shall have qualified he snail enter upon the duties of his office and shall be gi'.vn general su pervision over ail public loads in the County other than those which are a part of the State Highway System. (a), rle shall visit and carefully inspect all of the main public roads of tile County at least twice during each Calendar month and make no tice of the condition of said roads at all points. ( b He shall confer with tha cit izens living along said public roads who are in position to know the needs j of tlie roads in his or their particular locality and shall see to :t mat all j possible necessary repairs are made j within the shortest time possible to improve the condition of said roads. (c ) . He shall report the condi tions of the roads in the various townships of the County to the Board of Road Commissioners at the end of each month with such rec ommendations as he may consider necessary for the betterment of said roads. (d). The Township Supervis ors here'n provided for shall; (a). -y out in detail the work designated by the County Supervisor and . hall at all times and in every way possible, dilligently look after th" roads of his township whenever and wherever there is need of repair. (b). He shall be at liberty to re-j port the condition of the roads of his ' township to the Board of Road Com- j missioners of the County as well as. to the County Supervisor. (c). He shall consult with the County Supervisor at least twice in each calendar month as to the condi tion of the roads in his township with recommendation as to their bet- j terment and shall in every way co- 1 operate with the County Supervisor | and the Road Commissioners to im- ! prove the conditions of the roads of j j tiis township. (d). He shall keep a book in which shall be kept a copy of the names of all the male citizens of his township between the age sof 21 and ! 15 years which shall be delivered to him by the County Supervisor. (e). He shall summons all such citizens from time to tiriie during the calendar road year 'herein provided for to work on the roads of his township, giving in such summons at least five (5) days notice and shall state the time and place where the work is to be done on the roads, the kind of implement to be brought, and shall make a. complete list of each ^nd every person who works on the roads and deliver such list to the County Supervisor at the end of each month. Any person who is subject to road duty under the provisions of this act and who fails, neglects or refuses to attend at the time and place men tioned in the summons and work as directed by Uie township supervisor shall be guilty of a misdemeanor and lined nut less than five dollars nor more than ten dollars, for each of fense. Each of the Towasnip Supervisors shall receive such compensation as may he agreed upon between them selves and the Board of Road Com missioners which compensation shall be paid on vouchers issued by the County Supervisor and approved by 'he Board of Goad Commissioners out of said road and bridge fund herein provided for. Sec. 13. The County Supervisor shall make out an itemized quarterly report of all moneys received bj him and paid out by him in the various townships, which report shall state to whom payment was made, the ac count On which payment was made and the date of payment and such report shall be verified before the Clerk of Superior Court and filed with the Board of Goad Commission ers for public inspection and may be published in some newspaper by said Board if they shall deem it advisable so to do. Sec. 14. That the County Super visor shall first confer with the Board of Road Commisisoncrs and then with the Township Spervisors as to what priccs shall be paid per day for men, teams, serapes, drags and other equipment that may be used on the roads of the County and he shall not contract to pay more than reasonable and just wages for labor or equip ment. Sec. 1. That if any clause, sec tion or paragraph of this act shall be construed by the courts unconstitu tional such construction shall in no way or manner affect any other I clause, section or paragraph thereof. Sec. 1G. That all laws and clauses ' of laws in conflict with this act or i any part thereof are hereby repealed. Sec. 17. That this act shall apply only to Transylvania County. Sec. 18. That this act .shall be in force from and after the first day of 'April, 1925. B. I.
