(3) The project is scheduled for a dura tion of only eighteen (1*) months, so that any adverse impacts will be short-term. (4) The long term beneficial impacts of the proposed project, improved hous ing and water supplies, outweigh any limited, short term adverse impacts. An Environmental Review Record respecting the within project has been made by the County of Madison which documents the environmental review of the project and more fully sets forth the reasons why such statement is not re quired.
