Hillsboro High Schools’s 1960 Homecoming celebration will be held tomorrow night, sponsored by -the H, H. S. Cheerleaders and featuring the annual Battle of Orange between the Hillsboro Wildcats and the Wildcats of Chapel Hill at orange Speed way. Kick off time is 8 o’clock. Hillsboro Wildcats, defending the District III championship, are undefeated after tour games this ye^r. Coached by Glenn Auman and Fred Claytor, the Wildcats have been impressive in early season's games. A Homecoming King and Queen, members of the senior class, will be crowned at a dance immediately following the game in the high school gym. The Homecoming court will be presented in a half-time pro gram. The Embers, a combd under the leadership of Bob Haas, Hillsboro’s band director, will provide the dance music. Refreshments will be available. The director of the cheer leaders and science instructor, Mrs. Beth Forrest, says, “This dance is a special effort to provide hospitality for the alum ni to help them enjoy their visit to their school. Teachers and former teachers of the school will be present to greet them. '“Alumni will be asked to register at the door of the gym. Prizes- will be- given to the oldest alumnus and to the one with the most children. Dress is to be informal.” Mrs. Forrest Is personally looking forward to greeting ! many of her former students, and extends a special welcome to all of them. G. A. Brown, principal of the school for 37 years, says ‘hat Hillsboro High feels very grate ful to her alumni and former teachers for all continuing in terest in the school. “We look forward to this opportunity, he says, “of expressing our thanks, and of seeing our old friends again. Please come and enjoy the occasion,” says Mr. Brown. EXAMS FOR MAIL JOBS % Examination for the positions of substitute postal clerk acod sub stitute letter carrier (where ap plicable) has been announced by the board of U. S. civil service examiners. Applicatinos will be ac cepted until further notice. The lists of eligibles resulting from, this examination will be used to fill positions in the Chapel Hill post office. Application forms may be obtained from any 'post office within Orange County. The County Commissioners this week arnned the County’s tax de partment with an easier, less ex pensive and time consuming method of tax foreclosure on de linquent taxpayers. -_-£, The action was taken in the ' face of, though not necessarily the result of, annually increasing percentages of uncollected taxes on real property. Commissioners at their meet ing Monday passed a resolution authorising and directing the Or ange County Tax Collector to in stitute proceedings against the property of delinquent taxpayers under authority of North Carolina General Statutes 105-392. Although this statute had been on the books since 1939, it has not been used in Orange County to foreclose real estate for delinquent taxes. In the past foreclosure of tax liens has been accomplished in an action in the Superior Court similar to proceedings used to foreclose a mortgage. General Statutes 105-391 is a summary and in rem procedure. The use of this law by the Coun ty is expected to reduce the cost of tax collection sinoe it is sim pler tq apply. The Tax Collector may not earlier than six months after the sale of the tax lien, but within two years of it, file with the Clerk of the Superior Court a certificate in each case show ing the name of the taxpayer, the amount of the unpaid lien, ar.d a simple description of the prop erty. The Clerk of the Court will index this certificate in a special tax judgment docket book in the name of the listing taxpayer. When this is <kme the County will have a judgment against the property of the same force and =effect as a duly rendered judg ment Of the Superior Court direct ing the sale of the property. At least two wcaics prior to docketing the certificate as a judgment Lho Tax, Collector is re quired to give notice by regis tered or certified mail to the list jpg taxpayer informing him that the judgment will be dock eted and execution will issue. Prior to the execution sale any interested party may appear and move to set aside the judgment on the ground that the tax has been paid or the tax lien was in valid. - j 4 The execution sale will be con ducted in the same manner as executions upon other judgments, except that in lieu of personal service on thie landowner, reg istered or certified mail notice • must be given to the listing tax payer at least one week prior to the sale. The purchaser at tire execution sale^will acquire a fee simple title, free and clear of all other interests and claims except the lien oFother taxes and assess ments not paid from the pur chase price and. not included in the judgment. This statute does not provide for a money judgment against the taxpayer, but looks to the sale of the real estate only as a means of collecting the delinquent taxes. He said the areas and the manner in which some sep tic tanks are being installed here j are creating potential danger of j a public health nuisance and more adequate inspection and supervi sion is a requirement. “The people need protection,” j he said . . He noted 170 places | now requiring sanitary inspec-1 tions in the county in addition to the septic tank work. Suggest septic fee Following Garvin’s report, Com- > missioner Clarence Jones pro posed that the health officer, county attorney and county ac countant investigate the possibili ties of establishing septic tank - permit requirements accompanied by a “realistic” fee to help pay ' for this service. Jones said it seemed to him the county was, furnishing free engineering service to the prop erty owners and a fee should be charged.
