Something like six or eight years ago, Dr. Gordon, member of the House of Representatives from Gull ford county, introduced a bill to pay a salary to all county officers and re quire them to turn over all fees col lected to the county treasurer. It created quite a commotion in the courthouse at Greensboro and the county officers and their friends hur ried to Raleigh to tell Dr. Gordon and Senator Scales that such a bill would deny the .county efficient of ficers, would hurt the party, and ought not to pass. But the Guilford legislators knew that the Income of the officers was too large, consider- ' ing the compensation paid by the State and the salaries of other pub lic officials. They told the office holders they would take the risk of getting poor officers if they could save the county thousands of dol lars, and the result has shown that Guilford has as many capable men desiring to hold county offices on the salary plan as on the fee system.
