PIPELINE - A gasoline pump borrowed from the Army pumps waste 24 hours a day from Knit-Away into the city sewer system behind the city dog pound through a 4,000foot pipeline laid with irrigation pipe borrowed from local farmers. Army Freezes PMOS For Most Until July WASHINGTON (ANF) - The Department of the Army (DA) has placed a tempor ary moratorium on reclassi fication of enlisted personnel of all grades from their cur rent primary military occu pational specialty (PMOS) to another with the following exceptions: ? Meanwhile, individuals oth er than trainees (PMOS 09B) undergoing on-the-job training will be awarded any MOS they qualify for as a secondary MOS (SMOS). Likewise, anyone promoted in an MOS outside normal career progression patterns will receive a SMOS for the position for which the promo tion is made. The temporary pipeline is taking care of probably 95 per cent of the wastes, he said "but the damage has already been done in the minds of the people by the large amount that was released when the total production was dumped into the creek. The problem now is the five per cent that the people are seeing is hard to erase from their minds." Brown said that while the dye was unsightly and had an odor, it was not a health hazard. "There is some danger if you were to drink it right out of the dye beck," he said. "But it is not a real threat by the time it gets to the dumping point. Of coursc I wouldn't want to drink it or swim in it and I don't want anyone else to have to." The industry has started building a lagoon. Brown said, to act as a holding and settling basin. While it may be a year or two before it is put into operation, he said, eventually the plant will reclaim and reuse its water. Construction began on April 19 on the 24 - inch sewer line to serve the industry. The contractor has 180 days to complete the entire line although Gaddy said he hoped the portion to Knit - Away would be finished before then. The city has worked as quickly as possible to build the facility, he said, but complicated paperwork involved in securing state permission to hold a bond issue, holding the election, selling the bonds, applying for and receiving the federal grant and other details required months to complete. The contractor will not begin work until all of the arrangements are completed, he said. In the meantime, Gaddy asked that swimmers use the city ? owned swim hole upstream from Peddler's Branch. Howell also advised swimmers not to swim at Peddler's Parlor. "I've told them its polluted and showed them the pollution," he said. "I don't think anyone should swim there until this is cleared up." Howell said that while he was certainly not pleased with the stream's condition, he felt the city was doing everything it could to remedy the problem. An inspection of Peddler's Branch at the Jones house and Rockfish Creek at the swimhole and Peddler's Parlor was made last Friday by the News - Journal and M.R. Mills, county sanitarian. A water wheel built by Jones to pump water into a fish pool at his house is covered with scum, collected, he said since the textile plant went into production. A screen on the temporary pipeline is designed to eliminate the textile fibers in the wastes, Gaddy said and the holding pit also allows fibers to settle. The fish pool where the branch is concentrated was a dark, murky blue. The large goldfish, died some months ago, Jones said. He restocked the pool once, he said, but those fish died also. A walk along the pipeline from the pump behind the plant to the road by upchurch Pond spillway revealed four large breaks and several smaller leaks. Peddler's Branch ran clear near Knit ? Away, at times hardly more than a trickle choaked with honeysuckle and briars. Several hundred feet at after the pipe crossed the railroad track, water sprayed from two leaks where pipe sections joined, collecting in dark pools around the pipe and creating a swamp around the little stream. Two other large leaks occurred further down the pipeline. City employees check the pump every hour, Gaddy said, and the branch is checked at least once a day. Gaddy said he usually checks the branch at Peddler's Parlor in the morning and in the afternoon. "We are in sympathy with anyone who says their stream and yard is polluted," Teal said. "We take it very seriously. But it is temporary." ?SPEAK UP? Another reader, using the monthly telephone rate in Fayetteville, Raeford and Hoke County, and the number of subscribers in each system, estimated approximate cost of being able to reach 1,000 subscribers in Fayetteville is S.S1. In Raeford, the cost is $7.99 per 1,000 and in the county the cost is S10.00. "Raeford pays 80% to 90% more for service than Fayetteville," he said. One reader asserted that "I should be able to call all over the county without a toll," and another said, "In our business and personal phones, the service is very, very poor." The feelings on the question were summed up when one reader said, "As your other reader mentioned, service is awful.
