Continued from page 2 requires the Secretary of Defense ti seek ways to reduce our nucleai stockpile in Europe. Fourth, the committee recommendec a requirement that the Secretary ol Defense find ways to standardize weapons systems for NATO allies. Thi< could substantially reduce U.S. and NATO defense costs. In my judgment, it is not wise to reduce oui trcxips in Europe more than the Committee recommenda: ion for nl least three reasons. ? ? 'he po!in situation in Europe cap described as unstable with changes in the governments of Britain, West Germany France, and Italy in recent months. Second, there are negotiations underway with the Soviets to lower troop levels in Europe for both sides and a unilateral reduction by us would end our effort to win concession from the Soviets. Third, for the first time in five years, our balance of payments situation has improved, and we have recently concluded an agreement with the German Government to offset balance the payments costs attributed to our troops in Europe. This reduces the monetary pressures which have been a prime concern in other years. In essence, the committee bill seeks to keep our military forces where they are most needed. Take stock in America.
