; SCS Activities ' By Oval Richie District Conservationist ?J?" Recently there was a tour of the North Central Piedmont RC&D ' Project located in the Greensboro area. Personnel associated with SCS, FmHA, ASCS, the N.C. 'Extension Service, members of t * conservation district boards, etc., from various Coastal Plain counties V* including Hoke took part in the ? j tour. Some of the conservation work seen included sedimentation control measures, flood control ' ? projects, and recreational develop - ment. RC&D stands for Resource Con ' ' servation and Development. Speci fically, an RC&D project is a locally initiated, sponsored, and directed project in which residents work to improve their economy and . environment through conservation development and better utilization ? ? of natural resources. An RC&D project must be sponsored by local public bodies that have legal ; authroity to undertake resource development activities. Usually eli , ? gible are soil and water conserva ? . tion districts, county governing '? bodies, municipalities, towns, local ? and state agencies, etc. RC&D usually covers more than one county. In Hoke County's case it would probably cover the counties in Region N which includes Scot land, Hoke, Robeson, and Bladen. RC&D can provide technical, financial, and loan assistance for resource conservation and develop ment activities that have com munity benefits. RC&D can help the project sponsors achieve these goals: ?Reduce Flooding ?Develop water supplies ?Develop forest resources ?Develop recreation areas ?Provide local government with basic resource data ?Promote added economic op portunities Soil and water conservation dis tricts have an important place in RC&D project operations because ? of their authority under state laws to carry out broad land use programs. Various USDA agencies will assist the sponsors in carrying out those phases of the program for " which each agency has authority. State and local governmental units will act as contracting agencies, . receive federal or other funds, and operate and maintain works of 4 improvement. A tour can be arranged for local people to visit an RC&D project in ' operation. If there is enough interest in RC&D. sponsors may ?. make an application to the U.S. Department of Agriculture. Womack To Shift Emergency Room Beginning May 20 The emergency room at Womack ' Army Hospital at Ft. Bragg will be temporarily relocated within the hospital building for a three - month period starting May 20. The temporary location will be in . the E - wing next to the main elevators, or the present location of women's Primary Care Clinic. The ambulance entrance will .also be closed and ambulances will use the emergency room entrance. Walk - in patients should continue to use the hospital s main entrance. ? These changes are a result of electrical and mechanical upgrade work underway in the hospital. jhpv nip.n CONTEST WINNERS ?? Housing Tips How To Spot A Tornado Know the tornado season for your area. In a typical year, tornados begin to develop over the Gulf states about February. Month by month they move north and east. April, May and June are big tornado months in the Midwest, although tornadoes may strike anytime between March and Sep tember. Although tornadoes don't usually occur during winter months, they are technically pos sible anytime of the year. Most tornadoes occur between midday and 9:00 p.m. Learn to recognize weather signs. Tornado weather is usually hot, humid, and oppressive, with south erly winds. Thunderclouds may be present. An hour or two before the storm the clouds may have a greenish-black color, and may seem to bulge down instead of up. Rapidly moving lower clouds may be shot with lace-like lightening. ? Know what a tornado looks and sounds like. The funnel of a tornado looks like a spinning, twisting rope at its bottom, and fans out into a rotating furtnel shaped cloud extending down from the base of a thundercloud. It is usually gray or black. A nearby tornado usually sounds like the roar of a jet plane or a diesel freight train. Tornadoes usually move from southwest to northeast. They may form in a series of two or more, with a large primary tornado and one or more secondary or lesser storms. Some tornado funnels never touch ground. Some touch down, rise again, and touch down in another place. A severe thunderstorm out of the southwest often follows the torna do. Heavy rain and hail may add to the damage of the tornado itself.
