It is not only the Record that says ''Poor North Carolina, but it is heard nil over the country and indeed it is felt over the whole State. If this administration does no make the Democrats get together, and put aside all idea of fusion, then we not look for any relief, fusion means oilier man Democrats holding ofrke, and that not what is wanted. All who attended the New Heme Fair report a fine time, and a lovely exhibit. Ed. Johnson, the negro who expected to get the clerkship in District Attorney Bernard's office is still without his com mission, and unless there is a modifica tion of the Civil service law some one else will step in. The fertilizer tonnago case which being argued before the U. 8. Supreme court is a very importantone to the State lt is chimed by the State authorities that the Commercial Fertilizers lax is im posed merely for inspection purposes, hut the fertilizer companies claim that 1-5 of the amount collected is used for such inspection. North Carolina last year collected between $30,000 and $40,000 by this tax. The claim is made that only the United States can collect tax on goods shipped from one state to another, The existancc of the Agricu tural Department here depends on the courts decision. The North Carolina Dental Association had sent a circular to Superintendent of Public Instruction C. II. Mehane for endorsement, urging the public. school teachers to instruct the children to give a careful attention to their teeth. District Attorney Uernard says the order for making this a U. Journal Buiieau, Washington, D. C, March 5. f Unless the Spanish do something to precipitate matters there is little proba bility of any material change in Ihe situ ation during the next ten days. The re port of the Naval Court of Inquiry is not expected earlier than the 15th of the month, and there is no certainty that it will be received as early. As an intlica- ion of the correctness of these statements it may be mentioned that a party con sisting of Senators Thurston, Gallinirer and Money, and Representatives Amos Cummings and William Alden Smith, left Washington this week for Havana, on board of a private yacht. They would not have left Washington had they sup posed that the matter would be brought up during their absence. Senator Thurs ton said of the trip: "It is not in any sense an official tour, but it will naturally give us a better opportunity for investi gation than we can possibly have from this distance." Things are as quiet in Washington as if there were not the slightest danger of war, and about the only significant hap penings of the week in administration circles was tho expression of the opinion by Secretary Long that the element of official Spanish participation in the ex plosion of the Maine had been practically eliminated by the ollicial Spanish state ment that there never had been any mines in Havana harbor un opinion which has been very harshly criticised in private by Senators and Representatives and the making of a contract by the War Department for 1,000,000 worth of projectiles for the uew high-power euns of our coast defenses, in advance of an appropriation by Congress. This extra ordinary contract was made upon the assurance of Senators and Representa tives that the appropriation would he made as soon as there appeared to be any pressing necessity tor it, and the con tractors agreed to stop the work at any time and only to charge proportionately for what was done. If the Maine question was out of Ihe way, but it isn't, and isn't likely to be for sometime to come, a suggestion that Iisb been made to Pre sideut McKiuley by Representative Heaeh, of Ohio, for Ihe settlement of the Cuban question, wool doubtless receive more attention than i now given to it. Mr. itoacn proposes that the C. S. and all the other govern meets of America join in demanding that Cuba be placed in the hands of a receiver who shall have full authority to adminis ter all of its affairs. There are precedents.
