And also ordinances regulating future buildings in the corporatejlimits, or fu ture repairs of exteting building, to the end. that only such buildings shall be permitted to be erected, as shall not by reason of its manner of construction or material used unjustly and unreasonably endanger by fire, or otherwise' unrea sonably depreciate the value of adjacent property, and to the end that only such buildings as are suitable for, and adap ted to the uses of the locality of the city in which the same are to be erected shall be permitted. And also ordinances providing for proper sanitary inspection of buildings and the plumbing thereof: And to this end, a department of buildings and inspection may be pro vided by Ordinances of the said Board, with system of inspection and licenses and such fees and officers to conduct the same as the said Board, of Aldermen shall find necessary and beneficial Sce.2. That chapter 82 private laws of 1899 be amended by adding to the end of section 45 the following: Upon each separate business done at single Office, store, lot or building. ' And for the purpose of properly en forcing the collection of such taxes the Board of Aldermen may provide by or dinance for the proper listing of the tax es chargeable against the persons under this section and when so listed shall be collected by the tax collector under the same laws, rules, regulations and pow ers as the said tax collector shall exer cise with reference to taxes listed on property. And futher amend said section by striking out of said lection the words Three Hundred Dollars" and answer in lieu thereof the words "Three Thou sahd Dollars." Sec. 8. That chapter 82 private laws of 1899 be amended by adding to the end of section 82 the following. And for the Improvement and pave ment of aidewatks, and to assess against the abuting property such part of the cost of such repairs and Improvements as shall not exceed one half the better ment to its and when the owners of said propel ty shall fail for twenty days after notice to conform to such rules and regulations, the city may make the ume and then the coat of such improve ments shall be collected by the tax eol lector under the same rights, powers and under the same regulations as he is authorised to collect taxes against property ta the city. . Sea. 4. -That chapter 81 private lawa of 1899 be amended by striking out of section 40 the following words: Five per cent on the groat amount of collections made by blm on til hb com missions, fees and emolument shall amount to the sun of 11000.00 and after his said commissions, fees, emoluments shall have amounted to said sum, and insert In Ilea thereof, "four per tent of the gross amount of collections made by him and ' Sac a. And that the word "thirty" in said section dhall be changed to the word fifty". Section 8. That chapter 82 private laws of 1899 be mended by adding the following section: Section 68. That if the issue of bonds for street improvements shall have been made or voted under the foregoing sec tion, then the Board of Aldermen may elect an officer who shall be known un der the name of Street Commissioner, and shall hold his office until the next. biennial election and until his successor shall be duly elected and qualified: pro vided that the Board of Aldermen may at any time abolish the aid of fice. And upon his qualification and enter ing upon the dutities of the office and before he qualifies shall give bond pay able to the City of New . Berrf in the sum of one thousand dollars ($1,000.) faithful performance of his duties. He shall be paid a, monthly salary to be fixed by the Board of Aldermen at a sum not exceeding sixty six and two thirds doliars ($661) per month, to which the Board of Aldermen may add an allowance for, or may furnish him an office to conduct all his business and duties. The Street Commissioner shall em ploy all laborers employed by the City including such convicts from the Mayors or other courts who shall be assigned by said Court to work upon any of the public works of the City. A committee of the Board of Alder men appointed to supervise said work, being the committee now called, "Sreeb and Pumps Committee", shall at al times have access to his office, boolu and papers and to them he shall at al timet give full and explicit informs tioi as to any work on hand, hands employ or eon tracts, or other engagements, ai well as material in his charge and con trot belonging to the City. And sut ject to the advice of the saidCommitto he shall have full control of all tiv teams of the City, horses, mules, cart wagons, road machines, rock crushers steam rollers and all other property oi the pty bought for the purpose of im proving the streets and aide walk anc shall work the tame aa he, under theii advice may think proper and for Um bast Interest of the City. All matters relating to the streets and tide walks of the city shall be under ive control and supervision of the street xmimissionex. with the advice of the XMnmittee above referred to, subject o the revision and supervision of the toerd of Aldermen. Sec 9.
